Gwangju City Temporarily Waives Fines for Illegal Parking Vehicles During 'November Heavy Snowfall'

Decision Not to Impose Fines on Illegal Parking Reports Received from November 27 to 29

Gwangju City, Gyeonggi Province (Mayor Bang Se-hwan) announced on the 6th that it has decided not to impose fines for illegal parking violation reports received from the 27th to the 29th of last month.

This decision was made by applying Article 160, Paragraph 4 of the Road Traffic Act, which states that penalties cannot be imposed in unavoidable circumstances, due to a record snowfall of 43.7 cm during the period, and was taken as a proactive consideration of the difficult road usage conditions.


The exemption applies to vehicles caught by fixed and mobile CCTV enforcement and the resident reporting system (Safe Report), reflecting the exceptional situation caused by the heavy snowfall.


However, for citizen safety and emergency preparedness, the six absolutely no parking zones (within 5 meters before and after fire hydrants, within 5 meters before and after intersection corners, within 10 meters before and after bus stops, crosswalks, children protection zones, and illegal parking on sidewalks) were not included in this measure. Illegal parking in these areas will be fined without exception.


A Gwangju City official stated, “This decision was made considering the difficulty in securing parking spaces during commuting hours due to the heavy snowfall,” and added, “Illegal parking will continue to be strictly enforced in areas requiring citizen safety and emergency response, so we ask for the cooperation of all citizens.”


Meanwhile, the city plans to continue promoting and providing guidance to maintain parking order while reducing citizen inconvenience through this measure.
