Advance Measures Ordered Including Installation of Hansanseong Sangbeoncheonri Substation
Hwang So-je, a member of the Democratic Party of Korea in the Gwangju City Council of Gyeonggi Province, pointed out issues related to environmental infrastructure facilities and substations occurring in areas adjacent to Gwangju City during the 2nd plenary session of the 2nd regular meeting of the 313th session held on the 2nd, and urged the expansion of living SOC infrastructure in the Munhyeong-dong area.

Councilor Hwang cited the case of a small hydropower plant (836-10 Neungpyeong-dong), established in 1970 and later closed, noting that although this facility falls under Gwangju City's jurisdiction, it is effectively used by residents of Yongin City. He emphasized the need for Gwangju City to take more proactive management and maintenance measures, pointing out that due to inadequate management, the site has become a place where elementary school students experience abandoned houses, leading to various safety hazards.
He also raised concerns regarding the construction of the Dongnim Sewage Treatment Plant, planned near Munhyeong 3-tong, highlighting that despite residents' opposition, Yongin City has changed the expansion capacity and the location of the treatment plant without proper consultation with Gwangju City, such as responding to complaints or holding explanatory meetings, and urged for a prompt resolution.
Furthermore, he ordered thorough preemptive measures to prevent any harm to Gwangju citizens from the upcoming installation of the Nambansanseong Sangbeoncheon-ri substation and the water supply project for the semiconductor cluster in the Yongin National Industrial Complex.
In addition, Councilor Hwang stated, “Munhyeong-dong lacks elementary, middle, and high schools, government offices, and cultural facilities. Although large and small logistics complexes are established, there is a significant shortage of practical living convenience facilities that residents actually need.” He added, “Urgent and practical measures are needed to improve the quality of life for Munhyeong-dong residents. Please provide clear answers regarding specific plans and measures for infrastructure expansion.”
