Ministry of Industry Announces Administrative Notice on Amendment to 'Strategic Goods Export-Import Notification'
Scheduled for Implementation in the First Half of Next Year

From now on, goods and technologies in 21 advanced industrial sectors, including quantum computers and 3D printing, will be designated as strategic items, requiring government approval for export. However, for the export of medical devices to Russia for humanitarian purposes, exports will be allowed without approval if a prior notification form is submitted.


The Ministry of Trade, Industry and Energy announced on the 6th that it will publicly notify the amendment to the "36th Strategic Items Export and Import Notice" containing these details until the 26th.

First, based on discussions within the international export control regime, 21 strategic items will be additionally designated. The designated targets include goods and technologies in advanced industrial fields such as quantum computers, ultra-low temperature cooling systems, and 3D printing, for which many countries have already implemented similar export controls to ensure international peace and national security. Through this, the Ministry of Trade, Industry and Energy plans to continue closely coordinating export controls with the international community.


The amendment to this notice also reflects system improvements raised during the operation of case-by-case approval for Russia. Referring to systems in major countries such as the United States, exemptions from case-by-case approval will be allowed for the export of medical devices of a humanitarian nature. However, exporters must submit a prior notification form before export to prove that they qualify for the exemption.


Although not classified as strategic items, the government operates a system designating items that could be used for military purposes if exported to other countries as subject to case-by-case approval, requiring approvals equivalent to those for strategic items when exporting to countries such as Russia and Belarus.


This amended notice is expected to be implemented in the first half of 2025 after completing related amendment procedures.
