Systematic Compilation of Apartment Audit Cases, Complaint Responses, and Legal Inquiry Cases
Distributed to 102 Apartments in the Area, Expecting Enhanced Efficiency and Transparency in Apartment Management

About 60-70% of people living in cities reside in apartments.


Apartments have become the foundation of urban life. As a result, corruption in apartment management has frequently occurred. In fact, it still happens today.


Amid this, Mapo-gu, Seoul (District Mayor Park Gang-su) is expected to receive applause for distributing the “Collection of Apartment Audit Cases and Q&A Responses” to prevent corruption in apartment management and enhance transparency in management operations.


This collection compiles audit cases on apartment management practices, complaint responses, and legal inquiries conducted from 2022 to 2024, systematically organizing major recurring issues.


The main contents include Q&A responses and audit results related to key areas of apartment management such as budgeting and accounting, construction and services, resident representative meetings, management regulations, election committees, long-term repairs, and facility management.


Mapo-gu plans to distribute the collection to 102 apartment complexes subject to mandatory management within the district, encouraging resident representative meetings, management entities, and housing management companies to use it as educational material.

Through this, it is expected to enhance the efficiency of apartment management, strengthen resident protection, and further increase transparency in the execution of management fees.


The collection is also posted in the Housing Coexistence Department’s resource room on the Mapo-gu Office website, allowing anyone to easily download and utilize it.


Additionally, Mapo-gu conducts regular audits on major areas such as general management, budget accounting, construction services, and long-term repairs (construction) of apartments through an audit team composed of external experts including certified public accountants and engineers, as well as public officials.


In 2024, audits were conducted on five apartment complexes, uncovering a total of 91 violations.


There were 30 violations in general management and 19 in budgeting and accounting. Among these, many cases involved failure to disclose information that residents should know, and cases where representatives of buildings paid holiday bonuses without justification were subject to recovery actions.


Furthermore, 13 violations were found in construction services and 29 in long-term repairs, leading to administrative measures.


Park Gang-su, Mayor of Mapo-gu, stated, “This collection will play a significant role in preventing problems in apartment management and strengthening transparency,” adding, “We will continue to actively support the creation of a residential environment where residents can live with peace of mind.”
