He continued, "We will brand the vision of 'Rural Water Capital' and prepare to designate a special zone to promote rural vitality in anticipation of the launch of the Jeollanam-do Special Autonomous Province. At the same time, by linking future agriculture and new industries through the establishment of the National Agricultural and Food Climate Change Response Center and the Agricultural Research Complex, we will achieve a paradigm shift in agriculture and rural areas as a leading city in climate change response and carbon neutrality," and said, "We plan to draw the big picture of innovative Haenam by attracting companies and fostering new industries through the Special Zones for Opportunity Development and Education Development."

He also emphasized, "With the goal of recovering a population of 70,000 and a living population of 3 million, we will spare no effort to create a city where people want to stay by steadily promoting tourism development and infrastructure expansion by region, revitalizing sports marketing, and expanding transportation SOC such as highways, railroads, and national and local roads."

In particular, he promised, "Starting next year with the implementation of the basic birth allowance to improve the quality of life for residents, we will begin reviewing basic income. We will also do our best to strengthen customized welfare services that allow residents to receive necessary services in a timely manner, along with building a social safety net."

Mayor Myung Hyun-gwan stressed again, "Next year is a crucial time for our will and practice to create a sustainable and desirable Haenam 20 or 30 years from now," and said, "Based on the achievements continued from the 7th elected administration, we will successfully complete the key projects of the 8th elected county administration and make it a year of 'Tojeokseongsan' (accumulating soil to form a mountain) to lay the foundation for long-term development."
