Speaker of the National Assembly Woo Won-sik pointed out on the 4th that the resolution to lift martial law had passed the National Assembly and said that President Yoon Seok-yeol should "announce the lifting of martial law."
On that day, Woo, demanding the lifting of emergency martial law at the plenary session of the National Assembly, said, "When martial law is announced and the president declares it, the termination and enforcement must be notified, and when it is declared, the National Assembly must be notified," adding, "Martial law was declared without notification, and this procedure (adopting the resolution to lift martial law without notification) was followed." He continued, "If the National Assembly requests the lifting of martial law, it must be lifted immediately and announced."
After confirming that the notification had been sent, he said, "I have just sent the notification of lifting martial law to the president and the Minister of National Defense," and added, "Since it has been sent, according to Article 11 of the Martial Law Act, when the National Assembly requests the lifting of martial law, it must be lifted without delay and announced."
