Ministry of Land, Infrastructure and Transport: "We Will Ensure No Disruption to People's Daily Lives"
The Ministry of Land, Infrastructure and Transport announced regarding President Yoon Seok-yeol's declaration of martial law that "roads, railways, aviation, transportation, and construction sites will operate normally to ensure that citizens' daily lives are not disrupted."
Minister Park Sang-woo of the Ministry of Land, Infrastructure and Transport held an emergency executive meeting at 11:50 PM on the 3rd and issued these instructions. After the declaration of martial law, the ministry's department heads gathered at the Government Sejong Complex, while Minister Park presided over a video conference from his office in Jeong-dong, Seoul.
Meanwhile, the National Assembly held an emergency plenary session around 1:10 AM on the 4th and passed a resolution demanding the lifting of the martial law declared by President Yoon the previous night. The resolution was unanimously approved with 190 votes in favor out of 190 members present. The Speaker's office stated, "With the passage of the resolution to lift martial law, the declaration of martial law is null and void."
This was about 2 hours and 40 minutes after President Yoon declared martial law around 10:30 PM on the 3rd. President Yoon stated, "I declare martial law to eradicate pro-North Korean forces and protect the free constitutional order."
Article 77, Paragraph 5 of the Constitution states, "When the National Assembly requests the lifting of martial law by a majority of the total members, the President shall lift it."
