On the 3rd, as President Yoon Suk-yeol declared martial law, senior government officials began to gather.

As of 12:05 PM that day, Ministry of the Interior and Safety officials wearing green civil defense uniforms were steadily entering the Central Disaster and Safety Situation Room on the first floor of the Government Complex Sejong. The Central Disaster and Safety Situation Room serves as the control tower that oversees the reception, transmission, situation assessment, and information gathering regarding hazardous situations during disasters. Some senior officials entered quickly in plain clothes due to the urgent nature of the assembly.

A Ministry of the Interior and Safety official stated, "We cannot disclose what discussions are currently taking place inside."
