Earlier, when President Yoon declared martial law, Mayor Oh went to his office at Seoul City Hall to prepare for changes in the situation. He also canceled his scheduled official overseas trip to India and Malaysia on the 4th. Additionally, he ordered the administrative first deputy mayor, administrative second deputy mayor, political deputy mayor, and other members of the mayoral team to assemble at the main city hall building. An emergency executive meeting is planned soon. Directors and higher-level executives below the mayoral team have been instructed to remain on standby by phone.

A Seoul city official said, "Detailed guidelines have not yet been issued, so we are confirming the situation," and added, "It appears that the local government will be responsible for maintaining order."
