Kim Se-hwan, former Secretary General of the Central Election Commission (ministerial level), who is accused of preferential hiring for his son, has been indicted without detention.
The Public Investigation Division 1 of the Seoul Central District Prosecutors' Office (Chief Prosecutor Lee Chan-gyu) announced on the 3rd that former Secretary General Kim was indicted without detention on charges of abuse of authority, obstruction of the exercise of rights, and violation of the National Public Service Act.
According to the prosecution, former Secretary General Kim is accused of conducting an unfair hiring process by selecting himself and a well-connected person, A, as interviewers to hire his son at the Incheon Ganghwa-gun Election Commission in 2019. He is also accused of exercising undue influence by adjusting the transfer eligibility requirements in a tailored manner to transfer to the Incheon Election Commission within a year for his son's career management and providing official housing.
The prosecution stated, "The defendant, a top official of the Election Commission, privatized the personnel system of the constitutional institution Election Commission and the management authority of state-owned property for the hereditary succession of the Election Commission official position and his son's career management," and added, "We will make every effort to maintain the prosecution."
