Discussion on Comprehensive Winter Natural Disaster Measures and Introduction of Rural Stay-Type Shelters
On the 3rd, Ulsan City held the '9th Central-Local Policy Council' at the main conference room of the city hall.
This council was jointly hosted by the Ministry of the Interior and Safety and the Ministry of Agriculture, Food and Rural Affairs, with attendees including Lee Sang-min, Minister of the Ministry of the Interior and Safety, Song Mi-ryeong, Minister of the Ministry of Agriculture, Food and Rural Affairs, Kim Du-gyeom, Mayor of Ulsan City, as well as officials from central government agencies and deputy heads of 17 metropolitan and provincial governments.
During the council, a forum was held to discuss major policy tasks requiring cooperation between the central and local governments. In particular, two key agenda items, the 'Comprehensive Winter Natural Disaster Measures' and the 'Introduction of Rural Stay-type Rest Areas,' were focused on.
Additionally, various cooperative agenda items requiring collaboration between the central and local governments were discussed, including the activation of hometown love donations, cooperation in identifying disaster safety risks, and new projects to increase the influx of living population.
The Ministry of the Interior and Safety requested the 17 metropolitan and provincial governments to strengthen snow removal measures, focus on managing vulnerable areas, and protect disaster-vulnerable groups in preparation for winter natural disasters.
Minister Lee Sang-min of the Ministry of the Interior and Safety said, “Please carefully manage winter natural disaster safety measures such as heavy snow and cold waves at the local level so that the public can spend this winter safely and warmly. The Ministry of the Interior and Safety and local governments will actively cooperate to ensure the smooth establishment of rural stay-type rest areas, which can help expand the living population in rural areas.”
The Ministry of Agriculture, Food and Rural Affairs requested cooperation from local governments to ensure that the 'Rural Stay-type Rest Area' system, which will be implemented from January next year, can contribute to revitalizing rural areas.
Minister Song Mi-ryeong emphasized, “The rural stay-type rest area is an important policy that can transform rural areas into places to live, rest, and work, improve the quality of life for urban residents through the 4 provinces and 3 villages lifestyle, and enhance the vitality of rural areas,” and added, “We ask for active support such as resident promotion and related ordinance amendments.”
Mayor Kim Du-gyeom said, “I welcome the holding of the council in Ulsan, the center of Korea’s industry and the heart of national growth,” and added, “It is very important for the central and local governments to achieve sustainable development by coexisting and harmonizing as partners. I hope today’s discussions will be a starting point to seek new growth engines for Korea and promise a better tomorrow for both the regions and the people.”
As a pre-event of the council, an award ceremony for meritorious persons in the 'Joint Evaluation of Local Governments' was held to encourage those who contributed to the development of local autonomy.
