A Total of 3,400 Citizens Participated in Voting
Showing High Interest in City Administration
Yangsan City in Gyeongnam held the 2024 second half Innovation and Proactive Administration Best Practices Competition, selecting six outstanding cases in each category.
The competition was conducted through a three-step process: first, an internal review; second, employee voting; and third, public voting and evaluation by a citizen panel. A total of 3,400 citizens participated in the voting, demonstrating strong public interest in city administration.
In the Innovation Best Practices category, the grand prize was awarded to the Resource Circulation Division for “Introducing an Eco-friendly Street Sweeper to Maximize Work Efficiency.” The introduction of a street sweeper that emits no carbon and absorbs ultrafine dust was highly praised for its revolutionary improvement of the working environment.
The excellence awards went to the Communication Officer’s “Achieving 10 Million Views through Communication and Innovation, Promoting Yangsan City Nationwide!” and the Senior and Disabled Affairs Division’s “Cooperative Administration through Priority Reservation Agreement for Ulsan City Public Crematorium between Yangsan and Ulsan Cities!”
Additionally, the Yangsan ChatGPT Research Club received a commendation for “Innovating Work Methods Realized through Self-developed Generative Artificial Intelligence (AI) Service,” the Ungsang Health Center for “Fostering Healthy Lifelong Habits in Children by Operating the Strong Explorer Children’s Health Experience Center,” and the Information and Statistics Division for “Data-driven Scientific Administration through Big Data Analysis of Floating Population and Consumption Data.”
In the Proactive Administration category, the grand prize was awarded to the Construction and Road Division for “Relocating the Nam Mulgeum Hi-Pass IC Installation Project, Shortening Project Completion Time and Minimizing Private Land Compensation to Save Budget.” After extensive consideration, the optimal Hi-Pass installation site was selected, significantly reducing the required budget and shortening the construction period, earning high praise.
The excellence awards were given to the Education and Sports Division for “Creating a Loess Road to Enjoy Forest Bathing, Improving Residents’ Quality of Life and Establishing a Local Health Landmark,” and the Climate and Environment Division for “Resolving Conflicts Caused by Factory Odors through Win-win Cooperation among Citizens, Government, and Enterprises.”
Furthermore, commendations were awarded to the Ungsang Health Center for “Measures to Establish an Emergency Medical System in Eastern Yangsan Area,” the One-stop Permit Division for “Reducing Cost Burden by 880 Million KRW for Local Small and Medium Enterprises through Resolution of Dual Regulations under the Air Environment Conservation Act,” and the Communication Officer for “Enhancing Work Efficiency and Saving Budget by Supporting Departments without Drones.”
In addition, the Environmental Facilities Team of the Yangsan City Facilities Management Corporation was selected for the public institution category with their “Establishment of a Pre-discharge Prediction Management System Using Big Data-based Water Quality TMS Measurement Data.”
Notably, the Yangsan City Facilities Management Corporation’s case of “Restoring the 1.4 Billion KRW Spectator Seats’ Original Colors Solved with Only 2 Million KRW” was selected as an outstanding case in Yangsan City’s own proactive administration competition in the first half of this year. Furthermore, on November 26, it won the grand prize at the “2024 Proactive Administration Best Practices Competition” hosted by the Ministry of the Interior and Safety, serving as an excellent example of the establishment of a proactive administrative culture in Yangsan City.
Yangsan City selects the main contributors of the awarded best practices as outstanding public officials and provides various personnel incentives based on the award level, reflecting the recipients’ preferences. These incentives include performance bonuses at S grade, transfers to desired departments, priority selection for training, special leave, personnel evaluation points, and mayoral commendations. Departmental prize money totaling 7.8 million KRW is also awarded (100,000 KRW for each grand prize winner (1), 70,000 KRW for excellence awardees (2), and 50,000 KRW for commendation awardees (3)).
Mayor Na Dong-yeon stated, “Through this competition, we confirmed that innovative and proactive administration can bring tangible changes to citizens,” and urged, “Please continue to think and strive for administrative innovation that citizens can feel and enjoy next year as well.”
