Seoul City Completes Integrated Review of Redevelopment Projects
577-Unit Apartment in Yangpyeong 13 District,
25-Story Office Facility Developed in Seorin District
Heukseok 11 District in Dongjak-gu and Yangpyeong 13 District in Yeongdeungpo-gu, Seoul, will be redeveloped into apartment complexes with 1,511 and 577 households respectively. In Seorin District 3-5, a 25-story office facility will be constructed.
On the 1st, Seoul City announced that on the 29th of last month, it held the 8th Integrated Review Committee for Maintenance Projects and completed integrated reviews for three projects: the ‘Heukseok 11 Redevelopment Promotion District Housing Redevelopment Project,’ the ‘Yangpyeong 13 District Public Redevelopment Project,’ and the ‘Seorin District Redevelopment Project.’

Near Heukseok Station on Subway Line 9, Heukseok 11 District (around 267 Heukseok-dong) will have 30 buildings of 16 stories above ground, comprising 1,511 residential units, one neighborhood living facility building, and a public office building. Considering the excellent natural environment such as Hyeonchungwon and Seodal Mountain, an eco-friendly architectural plan was established. Various building heights, including high-rise and low-rise, are planned in consideration of Hyeonchung Neighborhood Park located to the south, and the urban scenic axis extending naturally from Dongjak Station to Heukseok Station will be arranged accordingly. Additionally, the urban landscape will emphasize harmony with the natural scenery of Seodal Mountain.
The residential buildings will be arranged in clusters to create ‘community yards.’ Each community yard will be connected by a public pedestrian passage crossing the center of the site and auxiliary facilities, and an additional neighborhood park will be created extending from the east side to the south side. On the west side of the complex, the public office building will house startup support facilities, a women’s workforce development center, and cultural welfare facilities.
Yangpyeong 13 District (around 33-20 Yangpyeong-ro 2-ga), located between Yangpyeong Station on Subway Line 5 and Anyangcheon Stream, will have five residential buildings with 577 units ranging from three basement levels to 36 stories above ground, and two knowledge industry centers ranging from two basement levels to 12 stories above ground.
The site is a semi-industrial area designated as an urban environment maintenance zone in 2009, but the project was delayed for over ten years due to lack of feasibility. Selected as a public redevelopment project in 2021, the participation of Seoul Housing and Communities Corporation (SH) as a public implementer and relaxed floor area ratio regulations significantly improved feasibility. Integrated reviews in five fields?architecture, landscape, transportation, education, and environment?were completed this time to secure momentum for the project.
A skyline considering the Anyangcheon Riverside Park to the west is planned, with a high-rise landmark residential building placed in the center of the complex to secure a scenic axis and openness. In particular, a public pedestrian passage connecting the existing street system will be secured to form a pedestrian corridor leading to Anyangcheon, and a pleasant walking environment will be provided through diverse plantings. Activation of the streets near Yangpyeong Station on Line 5 is also expected through linkage with low-rise row-type commercial facilities.
Additionally, the construction of knowledge industry centers will maintain the industrial base within the semi-industrial area. A new regional hub will be created by developing new workplaces and residential spaces as a mixed-use complex. The city presented conditions in this integrated review, including supplementing buffer spaces between apartment complexes and industrial infrastructure facilities and improving construction vehicle routes for safe school commuting paths.

In Seorin District 3-5 (around 111-1 Seorin-dong, Jongno-gu), located between Jongno and Cheonggyecheon Stream, office facilities of 8 basement levels to 25 stories above ground will be constructed. All buildings in the district are over 30 years old and urgently need maintenance. The city expects this redevelopment project to expand office facilities in the downtown area and improve the urban landscape.
Since it is adjacent to Gwanghwamun Square and Cheonggyecheon, an approximately 820㎡ open green space will be created on the southern side of the site (Cheonggyecheon side), along with a complex cultural space including a library and art museum connected to it. The city suggested improvements in the integrated review, such as supplementing the downtown traffic system and traffic safety, and enhancing plans for the lower floors (lobbies, etc.).
Han Byung-yong, Director of the Seoul City Housing Office, said, “Since implementing integrated reviews for maintenance projects this year, redevelopment projects in aging residential areas and semi-industrial zones have been progressing smoothly. We will enhance project feasibility and expand public facilities to quickly improve urban competitiveness and residential environments.”
