The Seoul Metropolitan Government announced the list of 10 candidates scheduled for promotion to Grade 3 (Director level).
On the morning of the 29th, the city held a personnel committee meeting to review the candidates for Grade 3 promotion, and after receiving approval from Mayor Oh Se-hoon, confirmed the promotion of administrative positions including Moon Hyuk, Budget Officer; Lee Seong-eun, Low Birthrate Officer; Go Gwang-hyun, Welfare Policy Division Chief; Lee Jin-gu, Transportation Policy Division Chief; Oh Kyung-hee, Education Support Policy Division Chief; Jo Seong-ho, General Affairs Division Chief; and technical positions (Civil Engineering) Oh Dae-jung, Road Planning Division Chief; Yang Byeong-hyun, Urban Space Strategy Division Chief; (Architecture) Nam Jeong-hyun, Apartment Housing Division Chief; and Myeong No-jun, Rapid Integration Planning Division Chief as the Grade 3 promotion candidates.
Notably, among the six administrative positions promoted this time, two are from the civil service exam track (Lee Seong-eun, Lee Jin-gu), and four are from the general track (Moon Hyuk, Go Gwang-hyun, Oh Kyung-hee, Jo Seong-ho). For technical positions, two are from the civil service exam track (Yang Byeong-hyun, Nam Jeong-hyun), and two are from the general track (Oh Dae-jung, Myeong No-jun), showing a significant increase in the proportion of general track candidates, drawing attention.
This appears to represent a considerable change compared to previous promotions where many civil service exam graduates were promoted.
Civil service exam graduates Lee Seong-eun, Low Birthrate Officer, and Lee Jin-gu, Transportation Policy Division Chief, as expected, were among the first to be promoted to Grade 3.
Additionally, general track candidates such as Moon Hyuk, Budget Officer; Go Gwang-hyun, Welfare Policy Division Chief; Oh Kyung-hee, Education Support Policy Division Chief; and Jo Seong-ho, General Affairs Division Chief, all originally from Grade 7, overcame tough competition to earn the honor of promotion to Grade 3.
All of these individuals were promoted based on their solid achievements.
The prevailing analysis is that Mayor Oh Se-hoon promoted candidates based on performance without regard to their background.
A Seoul city official positively evaluated, "Looking at the Grade 3 promotion announcement, there is evidence that the process was conducted strictly based on achievements."
