Aftermath of Mass Passage Led by the 야 Party... Choo Kyung-ho "Recommendation for Veto Power, Filing Constitutional Complaint"

Passage of Ruling Party-Opposed Bill in Previous Day's Plenary Session
"Unconstitutional Law" Legal Measures Fully Mobilized
Permanent Special Prosecutor Law to Be Implemented Immediately

The People Power Party announced that it will officially request the president to exercise the right to reconsider regarding the plenary session agenda passed on the 28th under opposition party leadership, including the National Assembly Act and the so-called 'Agriculture 4 Acts,' and will take legal action such as filing a constitutional complaint and a dispute over authority regarding the Permanent Special Prosecutor Act.

On the 29th, at a party floor meeting held at the National Assembly, Choo Kyung-ho, floor leader of the People Power Party, pointed out, "The amendment to the National Assembly Act passed yesterday is a law that obstructs the national budget," and added, "It is an unconstitutional law that blatantly ignores the constitutionally stipulated deadline for budget processing and deliberately delays it."

At the plenary session held the previous day, bills that passed each standing committee without bipartisan agreement, including the amendment to the National Assembly Act abolishing the automatic referral of budget bills, the 'Partial Amendment to the Act on Testimony, Inspection, etc. in the National Assembly,' the 'Permanent Special Prosecutor Act,' and the 'Agriculture 4 Acts,' were collectively processed despite opposition debates from the ruling party.

Floor leader Choo criticized, "The Grain Management Act, the Partial Amendment to the Act on Distribution and Price Stabilization of Agricultural and Fishery Products (Agricultural Security Act), the Agricultural Disaster Insurance Act, and the Agricultural and Fishery Disaster Countermeasures Act are the 'Agricultural Ruin 4 Acts' that destroy agriculture," and pointed out, "It is obvious that the Grain Management Act will encourage oversupply of rice, and the Agricultural Security Act destabilizes agricultural product supply and demand due to overproduction of specific items."

Choo continued, "The Agricultural Disaster Act only harms hardworking farmers, benefits no one, and will cause irreversible damage to farmers and rural communities," and criticized, "The Democratic Party of Korea, blinded by political calculations to shake the regime and obstruct state affairs solely to shield Lee Jae-myung, tramples on constitutional order and completely neglects the livelihood of the people and the nation's future." He then stated, "The People Power Party formally requests the president to exercise the right to reconsider regarding the six unconstitutional bad laws."

Regarding the passage of the National Assembly rule amendment (Permanent Special Prosecutor Act) that excludes the ruling party from recommending candidates for the permanent special prosecutor in investigations targeting the president or their relatives, he said, "We will strongly respond by mobilizing all legal means, including filing a dispute over authority and a constitutional complaint." Since the amendment to the permanent special prosecutor rules is not subject to veto, it will be implemented immediately upon passage in the plenary session.
