4500 Residents Participate, 378 Resident Proposals Received
Seongbuk-gu, Seoul (Mayor Lee Seung-ro) concluded the 38-day grand journey of the “One-Day On-Site District Office” program, which was operated from the 22nd of last month to the 28th of this month.
The On-Site District Office, promoted to strengthen communication with residents, has been a key project since the beginning of the 7th local government term in 2018 and is a representative pledge of Mayor Lee Seung-ro. It was established with the purpose of directly hearing suggestions and advice from residents for the community and jointly seeking solutions.

The On-Site District Office started on the 22nd of last month in Gireum 2-dong and toured 20 neighborhoods within the district. It was operated in a way that directly listened to residents’ voices in each neighborhood, provided real-time responses, and discussed concrete measures, concluding on the 28th of this month in Seokgwan-dong.
The district announced that this On-Site District Office achieved great success due to high resident participation. During this period, over 4,500 residents participated, presenting various opinions such as improving residential environments, solving traffic problems, and strengthening local safety nets. Some urgent issues were addressed immediately on-site, receiving strong positive responses from residents.
In particular, to increase resident participation and effectively promote policies, an O, X policy promotion quiz with the mayor was operated during this On-Site District Office. The quiz was conducted in an entertaining manner, gaining great enthusiasm from residents. Residents enhanced their understanding of local policies by solving the quiz, which led to active participation and strong positive feedback on-site.
Additionally, among the resident proposals, suggestions aimed at improving the living environment of the local community and enhancing resident welfare received attention. It was also notable that video call-based resident proposal submissions were introduced for residents who had difficulty visiting in person.
During this period, a total of 186 resident proposals and video call proposals submitted in advance, along with 192 resident proposals spontaneously made through on-site Q&A sessions, were addressed with responses.
The achievements of this communication and resident-centered policy promotion were also recognized externally. Seongbuk-gu received the Grand Policy Award at the “2024 Local Autonomy Awards” for the “One-Day On-Site District Office” program, drawing attention as a model case of resident-participatory policy.
Mayor Lee Seung-ro said, “The most meaningful aspect was being able to hear the vivid voices of residents on-site, reflect them in policies, and think together about solutions,” adding, “Based on the opinions gathered through this communication and the encouragement received from the award, we will strive to make the area an even better place to live.”
Seongbuk-gu plans to actively incorporate the major issues raised at the On-Site District Office into next year’s policies and budget.
