Extension of Investigation Deadline for Truth Verification Up to 2 Years
"Efforts to Pass in This Year's National Assembly Plenary Session"
Kim Moon-su, a member of the Democratic Party of Korea (representing Suncheon, Gwangyang, Gokseong, and Gurye-gab in Jeonnam), expressed his welcome on the 28th regarding the passage of the "Yeosun Incident Act Amendment," which includes the extension of the investigation period for fact-finding of the Yeosun Incident, through the National Assembly's Public Administration and Security Committee, calling it a "meaningful progress."
The amendment includes provisions to extend the legal investigation period of the Yeosun Incident, which ended on the 5th of last month. It also allows the investigation and analysis period related to fact-finding to be extended by one year, with an additional one-year extension possible if necessary, securing a maximum investigation period of up to two years. Legal grounds were also established to allow special retrials to be requested for victims who were previously unable to file for retrial, if objective evidence confirming criminal punishment related to the Yeosun Incident is found.
After being elected to the 22nd National Assembly, Representative Kim proposed the formation of a special committee on the Yeosun Incident within the party. In particular, he took the lead in revising the law by sponsoring the "Yeosun Incident Act Amendment," which includes the extension of the fact-finding investigation period, and as vice chairman of the Democratic Party’s Yeosun Special Committee, he presided over meetings and forums with bereaved families and local civil society. He also revised five out of nine high school Korean history textbooks that distorted the Yeosun Incident as a "rebellion," as well as the "Encyclopedia of Korean Ethnic Culture" operated by the Academy of Korean Studies.
Representative Kim emphasized, "It is fortunate that we can secure the necessary investigation period. The amendment is expected to be an important turning point in resolving the grievances of the victims and restoring their honor," adding, "I will do my best to ensure its passage in the plenary session of the National Assembly within this year."
