Gwanak-gu (District Mayor Park Jun-hee) is operating the ‘Second Half Local Tax and Non-Tax Revenue Delinquency Intensive Collection Period’ until the end of the year and has launched special collection activities for delinquent amounts.
The district aims to minimize the increased delinquent amounts due to the prolonged economic downturn and secure fiscal soundness by improving the collection rate through this collection activity.
As of the end of October, Gwanak-gu’s local tax revenue collection amounted to 6.032 billion KRW, and non-tax revenue such as fines totaled 3.117 billion KRW. This achievement corresponds to 98.1% of the local tax collection target of 6.149 billion KRW and 93.4% of the non-tax revenue target of 3.32 billion KRW for this year.
The district first sent delinquency notices and guidance documents in bulk by mail and simultaneously provided delinquency details via KakaoTalk to encourage voluntary payment of delinquent amounts.
Additionally, all employees of the relevant departments at the district office encourage payment through ‘one-on-one management of delinquent taxpayers.’ For livelihood-related delinquent taxpayers, the district supports their economic recovery by providing ▲installment payment guidance ▲lifting seizures on unproductive seizure cases ▲statute of limitations arrangements for collection rights extinguished debts ▲and suspension of collection.
Vehicles owned by those who have delinquent local taxes and fines have their license plates seized to induce payment of delinquent amounts. The district plans to enforce strong delinquency measures such as forced towing or public auction for vehicles that do not pay even after license plate seizure.
In particular, the district strengthened collection activities by focusing on the fact that the delinquent amounts of high-amount delinquent taxpayers increased compared to the previous year, which is a major cause of delinquency occurrence. The district plans to clear high-amount delinquent amounts through administrative sanctions such as ▲public disclosure of high-amount and habitual delinquent taxpayers’ lists ▲provision of public record information ▲requests for travel bans ▲seizure and collection of trust property ▲public auction of seized property ▲and seizure of deposits.
Along with this, the district has prepared and is implementing a ‘Special Delinquent Foreigners Clearance Plan’ to respond to the increasing number of delinquent foreigners every year. Foreigners often have uncertain residences and low understanding and interest in local taxes, making local tax collection difficult.
The district conducts a survey of foreigners to organize their places of stay, provides payment guidance via text messages and KakaoTalk, and carries out customized collection activities tailored to delinquent foreigners according to the delinquent tax items.
District Mayor Park Jun-hee stated, “Although the prolonged recession makes the livelihood economy difficult, we will focus on clearing delinquent amounts until the end of the year. We will realize tax justice through strong administrative measures against chronic delinquent taxpayers and customized collection such as installment payments for livelihood-related delinquent taxpayers, thereby fostering a sound taxpaying culture.”
