Goyang City to Raise Prices of Pay-As-You-Throw Bags Next Year... 40 Won Increase for 20ℓ Bags

Gradual 6% Annual Increase Until 2029
Price Hike Unavoidable Due to Rising Cleaning Costs

Goyang Special City in Gyeonggi Province (Mayor Lee Dong-hwan) will raise the sales prices of volume-based waste bags starting January 1, 2025.

The price increases apply to general-use, food waste, and reusable volume-based waste bags, non-combustible sacks, food waste disposal fee payment certificates, and large waste disposal fees.


The sales prices of volume-based waste bags will be gradually increased by 6% annually over five years starting in 2025, while the large waste disposal fees will be raised in a lump sum.


Since 2018, Goyang City has kept the prices of volume-based waste bags frozen despite continuous inflation. However, due to the sharp rise in cleaning costs compared to sales revenue from these bags, the city’s finances have been heavily burdened, making the price increase unavoidable.


Nonetheless, considering the residents’ burden from inflation and other public utility fee increases, the prices will be raised gradually by 6% annually from 2025 through 2029.


Accordingly, from January 1, 2025, the sales prices of volume-based waste bags will increase as follows: ▲5ℓ from 180 KRW to 190 KRW ▲10ℓ from 360 KRW to 380 KRW ▲20ℓ from 710 KRW to 750 KRW ▲50ℓ from 1,760 KRW to 1,870 KRW ▲75ℓ from 2,640 KRW to 2,800 KRW ▲and food waste disposal fee payment certificates for 120ℓ from 4,130 KRW to 4,380 KRW, with all sizes seeing price hikes.


Along with this, large waste disposal fees will be increased uniformly with expanded items and sizes, and the exemption list for small home appliance disposal fees will also be expanded.


A Goyang Special City official stated, “Based on the principle of burden on the waste disposer and the purpose of implementing volume-based waste disposal, we ask for citizens’ understanding and cooperation regarding the unavoidable price increase of volume-based waste bags. We will strive harder to make Goyang a clean and pleasant city.”


This price adjustment is expected to stabilize the cleaning budget by reflecting realistic disposal fees, improve the quality of cleaning administrative services, reduce unnecessary waste generation, and increase recycling rates.
