Coast Guard Headquarters Wins Grand Prize at 'Active Administration Best Practice Competition'... AI Utilized for Rescue Signal Identification

The Korea Coast Guard announced on the 27th that it won the Grand Prize (Presidential Award) at the '2024 Active Administration Best Practices Competition.'


The Active Administration Competition is an intergovernmental event jointly hosted every year by the Office for Government Policy Coordination, the Ministry of the Interior and Safety, and the Ministry of Personnel Management. This year, over 200 organizations including central government agencies, local governments, and public institutions participated at the Sejong Government Complex the day before to share best practices.


Among them, six cases from central administrative agencies, including the Ministry of Science and ICT, the Korea Coast Guard, the Ministry of Gender Equality and Family, the Ministry of Health and Welfare, and the Fair Trade Commission, advanced to the final round. The Korea Coast Guard was honored with the grand prize by combining the pre-evaluation by the public jury (30%), expert evaluation on the day of the competition (50%), and online evaluation (20%).

On the day, Kim Young-tae, a police inspector working at the comprehensive situation room of the Korea Coast Guard, presented the case titled "AI Immediately Responds to Maritime Distress Signals." This case involved developing a system that uses artificial intelligence technology to identify distress signals occurring at sea while minimizing the effects of noise and other interferences. This system was previously selected as one of the 'Top 5 Active Administration Cases Chosen by the Public' by the Office for Government Policy Coordination in June.


The Korea Coast Guard has already completed domestic patent registration under the government’s name for this technology case and is currently carrying out step-by-step follow-up measures, including selection for this year’s Ministry of Science and ICT Data Voucher Project. Additionally, leveraging the grand prize win, they plan to secure a budget for commercialization projects.


Kim Jong-wook, Commissioner of the Korea Coast Guard, said, "This valuable award was received through the voices and empathy of the public," adding, "We will continue to create safer seas through active administration."
