TF Team Formation to Address 'Incorporation of National Railroad Network Basic Plan'
Expert Participation Forum to be Held at National Assembly on 18th Next Month
Haenam-gun, Jeollanam-do, is continuing its busy efforts day after day to attract high-speed rail.
On the 27th, according to the county, to overcome the worsening regional extinction crisis and revitalize the area, they are actively advocating for the connection of a high-speed rail line extending from Seoul to Jeju.
Through the task force (TF) formed last year, they have been contacting the Ministry of Land, Infrastructure and Transport, the Korea Rail Network Authority, the Korea Transport Institute, and others to seek joint cooperation and are actively promoting the necessity of the high-speed rail project. The total project cost is expected to be 27 trillion won.
In particular, on the 18th of next month, a forum on the Seoul-Jeju high-speed rail will be held at the National Assembly, aiming to promote national-level cooperation and expansion.

The ‘5th National Railway Network Construction Plan Reflection Seoul-Jeju High-Speed Rail Forum,’ held at the National Assembly Library auditorium, is co-hosted by Haenam-gun, Wando-gun, and Assemblyman Park Ji-won. Related experts will participate to discuss the necessity of the national project and implementation plans.
In February, the county, together with Yeongam-gun and Wando-gun, proposed the Seoul-Jeju high-speed rail construction project as a new project in the 5th National Railway Network Construction Plan. According to this, the line leading to Jeju will start from Mokpo, continue through an underwater tunnel to Wando, and then connect to Jeju via Wando, Haenam, and Yeongam on land.
Additionally, they are proposing a plan to connect the Honam High-Speed Line (Seoul?Mokpo) and the Namhae Line (Imseong?Boseong), allowing high-speed trains departing from Seoul to run via Muan Airport to Ttangkkeut Haenam Station.
County Governor Myung Hyun-kwan said, “With the Gwangju-Haenam Expressway project passing the preliminary feasibility study this year, significant improvements in regional transportation conditions are expected,” and added, “We will strive to ensure that the Haenam area’s high-speed rail connection is definitely reflected in the 5th National Railway Network Construction Plan.”
Meanwhile, the 5th National Railway Network Construction Plan is for establishing the national railway network plan from 2026 to 2035 and will be finalized through procedures such as a public hearing in the first half of next year. The national railway network construction plan is established every 10 years and revised or supplemented every five years.
