Effects of Strengthening Communication and Cooperation for Joint Labor-Management Benefit Promotion
The 'Labor-Management Council,' which will contribute to establishing a progressive labor-management relationship between the Busan Metropolitan Office of Education and its workers, has taken its first step.
The Busan Metropolitan Office of Education (Superintendent Ha Yun-su) held the '1st Regular Meeting of the 1st Busan Metropolitan Office of Education Labor-Management Council' on the afternoon of the 25th at the Superintendent Communication and Empathy Room in the annex building of the Office of Education.
The Labor-Management Council is a consultative body composed of an equal number of worker representatives and employer representatives in accordance with the 'Act on the Participation and Cooperation of Workers.' It differs from collective bargaining, which mainly represents workers' interests, in that it aims to promote mutual understanding and cooperation between labor and management to enhance their joint interests.
The Office of Education established a related plan in July and has been preparing to set up the Labor-Management Council. According to the plan, a preparatory committee and an election management committee were formed, and six worker members were elected through an online electronic vote using the Central Election Commission system in October.
Six employer members were appointed through position appointments, completing the composition of the Labor-Management Council with a total of 12 members. The term of office for the members is three years, from November 15, 2024, to November 14, 2027.
At their first meeting on the 25th, they reviewed the 'Draft Regulations on the Operation of the Labor-Management Council' and appointed the chairperson, secretary, and grievance committee members. The co-chairs were designated as worker member Choi Min-jung and employer member Jeon Mi-jung, Director of the Labor-Management Administrative Information Division.
Going forward, the Labor-Management Council plans to hold regular meetings every three months to discuss worker recruitment, placement, training, grievance handling, and to decide on matters related to basic plans for education and training, capacity development, and the installation and management of welfare facilities, thereby strengthening communication and cooperation between labor and management.
