Councilman Kim Seong-tae mentioned the dire reality of the northern Gyeonggi region suffering from delayed development due to national security and various regulations such as the 'Capital Region Readjustment Planning Act' and the 'Military Facilities Protection Act.' He emphasized the need for improvement, stating that the high tolls on the Guri~Pocheon Expressway, opened to revitalize the local economy of northern Gyeonggi, have become a greater economic burden for the citizens using it.

He further proposed that Guri City Council and Guri City should prepare joint countermeasures to guarantee the mobility rights of Guri citizens, suggesting reasonable policy alternatives to the city administration such as establishing a cooperative system with Gyeonggi Province, enacting ordinances to proactively support toll fees if necessary, expanding public transportation routes, and maintaining local roads.

After concluding his 5-minute free speech, Councilman Kim Seong-tae stated, “The toll reduction on the Guri~Pocheon Expressway is an important issue directly related to the mobility rights and quality of life of Guri citizens, as well as balanced regional development.” He added, “Guri City Council and Guri City must clearly convey the strong demands of Guri citizens for toll reduction to government agencies and Gyeonggi Province, and must achieve the toll reduction as a foundation for the equitable development of the entire northern Gyeonggi region.”
