Yeoju City, 'Certificate of Personal Signature Verification' Instead of Seal Certificate

Easy Issuance Anywhere Nationwide
Fee Waived Until 2028

Yeoju City in Gyeonggi Province is actively promoting the use of the ‘Certificate of Personal Signature Verification,’ introduced to resolve the problems and inconveniences of the seal system.

According to Yeoju City on the 25th, the ‘Certificate of Personal Signature Verification’ has the same legal effect as the seal certificate. Unlike the seal certificate, which requires prior registration of the seal at the administrative welfare center of the resident registration jurisdiction (eup, myeon, dong), it can be issued immediately anywhere nationwide by presenting an ID and verifying the individual's signature as an alternative to the seal certificate.


The existing seal certificate requires prior seal registration and allows proxy issuance, which posed risks of accidents. In contrast, the Certificate of Personal Signature Verification is issued through direct signature after identity verification, preventing proxy issuance accidents. Due to these advantages, it can be used more safely, enhancing citizens' convenience and trust.


In particular, since the amendment of the ‘Enforcement Decree of the Act on the Verification of Personal Signature, etc.’ on April 2, the issuance fee of 600 KRW for the Certificate of Personal Signature Verification has been temporarily waived until 2028, reducing the burden on citizens.


A Yeoju City official stated, “The Certificate of Personal Signature Verification greatly improves residents’ administrative convenience, prevents proxy issuance accidents, and reduces administrative costs,” adding, “We will do our best in promotional activities so that more residents can use it.”
