Officer Kim Recognized for Promoting Proactive Administration, Proposing Various Civil Service Innovation Services, Contributing to Civil Service Improvement, and Integrity in Public Service
Busan City announced that Kim Su-seong, a public officer in the Land Information Division, won the 'Grand Prize' at the 28th Civil Service Award jointly hosted by the Ministry of the Interior and Safety and SBS.

The 'Civil Service Award' has been jointly promoted by the Ministry of the Interior and Safety and SBS since 1997 to discover and award public officers below grade 6 who demonstrate creative civil service policies, dedicate themselves to resident convenience in civil service sites, and serve as role models through sharing activities and good deeds, aiming to boost morale among civil servants and improve civil service quality.
The award ceremony was held at 11 a.m. on the 21st at the SBS Sangam-dong Open Hall, where 11 individuals (1 Grand Prize, 9 Main Awards, 1 Special Award) who excelled in civil service performance and practiced volunteerism and dedication to neighbors were honored.
Kim Su-seong has promoted creative and principled proactive administration during his 21 years of public service, significantly contributed to improving civil service through various innovative service proposals, and was recognized for his integrity in public service, earning him the Grand Prize.
He pioneered the nation’s first 'Free Inheritance Property Registration Service' to handle registration of inherited real estate by finding ancestral land after death reports, and introduced the 'Multimedia Messaging Service (MMS) Land Price Notification Service' that sends official land price notices, previously mailed, via instantly accessible MMS. He also promoted the 'One-Stop Free Name and Address Change Service.'
When providing the 'Find My Land Service,' he operated the 'Ownership Boundary Direct Service' and the 'Four Types of Cadastral Document Instant Verification Service,' which allow immediate confirmation of ownership and cadastral boundaries on the registry.
He continuously promoted the 'Cadastral Re-survey QR Boundary Confirmation Service' and is actively working on the 'Digital Twin Pilot Zone Project' to implement 12 major citizen services over the next three years, aiming to become a representative export model of South Korea.
In particular, Kim has taken the lead in volunteering, completing the Opportunity Medical Dormitory volunteer group and practicing sharing with neighbors and local residents on weekends through '1365.'
Kim said, “I am happy to receive such a great award just by handling civil complaints from the citizens’ perspective and fulfilling my duties as a public officer. I will continue to quietly maintain a humble attitude, look around, and devote myself to practicing citizen convenience and customer satisfaction in administrative services.”
Kim Bong-cheol, Director of the City Administration and Autonomy Bureau, stated, “Our city will continue to strive to provide the best civil service with citizens as the top priority.”
