Gangwon Special Self-Governing Province (Governor Kim Jin-tae) announced on the 22nd the final approval of the 'Comprehensive Plan for the Development of Future Industry Global City.'

The newly established comprehensive plan is the highest-level legal plan at the provincial level, reflecting related special provisions in accordance with the enforcement of the revised Gangwon Special Act (second revision on June 7 last year, effective June 8, 2024).


Notably, this plan is the first 'integrated' comprehensive plan in the history of provincial administration jointly developed by Gangwon Province, the Office of Education, and city and county governments. Without commissioning a separate service, the plan was formulated through collaboration among public officials from the province, the Office of Education, city and county governments, researchers from the Gangwon Research Institute, and experts from provincial affiliated organizations, thereby significantly enhancing the feasibility of its implementation.


Additionally, the plan concretizes the vision, goals, promotion strategies, and policy tasks of the 'Future Gangwon 2032' development strategy announced after the launch of the 8th elected administration last year. It was established focusing on 18 items presented in the Gangwon Special Act and will serve as a basic direction and guideline for future sector-specific mid- to long-term development plans in industries such as tourism.


Starting with the establishment of guidelines and a basic concept plan in August last year, Gangwon Province supplemented the plan through various opinion-gathering and integration processes, including expert forums, regional public hearings, working-level council meetings, deputy heads of city and county meetings, preliminary reports to related organizations, and final reporting sessions. The plan was finalized by incorporating additional reviewed opinions through the Future Industry Global City Comprehensive Plan Review Committee in June this year and the consent of the Gangwon Provincial Council in October.


The Comprehensive Plan for the Development of Future Industry Global City includes the vision of ‘A future industry city leading national new growth engines! A global city where everyone wants to visit and live!’ It sets three major goals: ‘Future Industry Leading City, Attractive Open City, and Comfortable Livable City,’ along with nine promotion strategies and 45 policy tasks to achieve each goal.


Gangwon Province plans to invest a total of 132.4296 trillion KRW over the next 10 years to create the Future Industry Global City, including 2.5202 trillion KRW from the provincial Office of Education. By funding source, it consists of 70.6693 trillion KRW (53%) from national funds, 1.4711 trillion KRW (11%) from provincial funds, 18.5212 trillion KRW (14%) from city and county funds, 26.6477 trillion KRW (20%) from private capital, and 2.5202 trillion KRW (2%) from education accounts.


Kim Jin-tae, Governor of Gangwon Special Self-Governing Province, stated, “The comprehensive plan established this time will serve as a basic guideline presenting the long-term development direction of the provincial administration vision for the next 10 years,” adding, “Now, we will realize the comprehensive plan so that residents can truly feel and be satisfied with it.”
