"Opening Hearts with Neighborly Warmth"... Nowon-gu, Ddokddokddok Care Team's Visiting Education

Strengthening Visit Monitoring for Winter Preparation
Care Team's Winter Patrol Training... Establishing a Comprehensive Welfare Safety Net Against Cold Waves
Field-Centered Care Service Recorded 175,725 Activities Last Year, Including 62,228 Visits

Nowon-gu, Seoul (District Mayor Oh Seung-rok) announced that it is conducting outreach education for the Ddokddokddok Care Team to ensure the safe winter season for vulnerable groups in preparation for the cold wave during winter.

The district plans to provide meticulous, field-centered care services through this education. In particular, it will prioritize the safety of vulnerable groups during winter by regularly checking on care recipients and strengthening the care system to enable immediate response in case of any issues.

The education sessions are being held at 19 community centers from November 11 to 22. The participants are members of the Ddokddokddok Care Team and the responsible public officials from each neighborhood.

The curriculum includes ▲ measures to strengthen winter activities such as checking heating status and heating equipment malfunctions, ▲ response plans for issues arising with care recipients, monitoring methods, and activity log writing, ▲ compliance guidelines during activities, and ▲ emphasis on volunteer spirit.

Additionally, the immediate response system is reinforced so that if a care team member cannot confirm the well-being of a care recipient by phone or visit, an on-site check must be conducted the same day. Even if the reason for absence is confirmed through relatives, acquaintances, or neighbors, the care team must directly meet or call the care recipient to reconfirm their status. If the well-being check is not completed by the end of the activity time, the case must be immediately linked to the responsible welfare planner on the same day.

Last year, the Ddokddokddok Care Team recorded a total of 175,725 activities, with home visits notably increasing from 39,349 cases in 2022 to 62,228 cases in 2023, demonstrating achievements in establishing a field-centered welfare safety net.

Currently, the Ddokddokddok Care Team actively identifies welfare blind spots through home visits, welfare calls, surveys of vulnerable groups, welfare service linkage, and activities to prevent solitary deaths. As a result, cases of crisis households receiving practical assistance have been increasing.

One single-person household with a disability, who had lost strength due to the heat and was unable to properly have even one meal, is recovering health after receiving meal delivery services through the care team’s discovery and linkage. Another single-person male household, identified with crisis signs during a visit by the care team, was swiftly assisted to move to temporary housing and secure stable accommodation.

Oh Seung-rok, Mayor of Nowon-gu, said, "The activities of the Ddokddokddok Care Team, where neighbors care for neighbors, are a crucial pillar that strengthens Nowon’s welfare system," and added, "We will continue proactive activities during the winter to ensure that no resident is left behind."
