Yangsan City Publishes List of High-Amount and Habitual Tax Delinquents

List of Tax Delinquents Owing Over 10 Million KRW

Customs Service Entrusted with Collection of Import Duty Arrears

On the 20th, Yangsan City in Gyeongnam disclosed the list of high-amount and habitual local tax and non-tax revenue defaulters for 2024 on the Yangsan City website and Wetax.


The disclosed subjects this time total 45 individuals (43 for local taxes, 2 for local administrative sanctions and charges). Among them, the local tax arrears amount to 900 million KRW for 27 individuals and 600 million KRW for 16 corporations, while the local administrative sanctions and charges arrears amount to 20 million KRW for 1 individual and 10 million KRW for 1 corporation.


These defaulters were finalized in October through the Gyeongnam Provincial Local Tax Deliberation Committee, based on local taxes overdue by more than one year as of January 1 this year, with arrears exceeding 10 million KRW.


The city provided a prior notice to the subjects of the disclosure list in March, granting a six-month or longer period for explanation. Those who reduced their arrears below 10 million KRW or paid more than 50% of their arrears through partial payments, among other exclusion criteria, were excluded from the final disclosure list.


The disclosed information includes the defaulter’s name, business name (corporate name), age, address, amount owed, and reasons for arrears. For corporations, the representative’s name is also disclosed. This sanction measure aims to secure tax compliance by publicly revealing those who have defaulted on large amounts to the general public and to foster a culture of sincere tax payment.


Additionally, for the confirmed high-amount local tax defaulters, the city plans to strengthen collection measures by entrusting the Korea Customs Service with the seizure of imported goods at the time of the defaulter’s entry, or by withholding customs clearance of imported goods purchased through overseas direct purchase, simultaneously with the disclosure of the list.


A Yangsan City official stated, “We will realize a sound tax culture and tax justice through various collection activities, including strong administrative sanctions such as public disclosure of defaulters, travel bans, provision of arrears information to the Credit Information Agency, promotion of subrogation registration for unregistered inherited real estate, enhanced field-centered search activities, and cooperation with the Korea Customs Service for seizure of imported goods, targeting those who maliciously and cleverly evade taxes without fulfilling their tax obligations.”
