The Hanam City Council in Gyeonggi Province has begun its agenda to review and approve the administrative audit and the 2025 budget proposal. On the 20th, the Hanam City Council held the 1st plenary session of the 2nd regular meeting of the 336th session.

On this day, the council passed by vote the 'Resolution Urging Measures to Address Damages to Small Business Owners Due to IKEA's Entry' and the 'Resolution Urging the Integrated Connection of Transfer Facilities between the Songpa-Hanam Line and Hanam Dream Rest Area,' and adopted the 'Report on the Petition Regarding the Expansion of the Pedestrian Bridge on the School Route of Shinwoo Elementary School (Gam-il High School Intersection)'.


Additionally, the council held the '2024 Hanam City Council Award' ceremony, the highest honor of the council, encouraging the awardees who have contributed to the development of legislative affairs through dedication and service to the local community.


This year’s administrative audit will proceed by standing committees from the 21st to the 29th following the on-site visit on the 20th.


The Committee on Autonomous Administration (Chairman Lim Hee-do) will conduct administrative audits of relevant departments from the 21st to the 27th, and the Committee on Urban Construction (Chairman Choi Hoon-jong) will conduct theirs from the 25th to the 29th.


Earlier, the Council Steering Committee amended related ordinances in April to enhance the efficiency of the administrative audit and maximize effective checks and supervision over the executive branch, changing the audit schedule from the 1st regular meeting in June to the 2nd regular meeting in November.


In particular, by conducting the administrative audit before reviewing next year’s main budget, the council expects to more clearly verify the appropriateness of budget formulation.


Subsequently, the council will hold the 2nd plenary session on the 4th of next month to listen to Mayor Lee Hyun-jae’s policy speech on the 2025 budget proposal and begin the full-scale budget review.


The Special Committee on Budget and Accounts (Chairwoman Park Sun-mi) will, on the 18th of next month, after deliberations by each standing committee, conduct Q&A and adjustments before approving the ▲2025 budget proposal ▲2025 fund operation plan ▲2024 4th supplementary budget proposal.


Hanam City has prepared a 2025 budget proposal totaling 1.0111 trillion KRW (913.7 billion KRW in the general account and 97.4 billion KRW in the special account), and the council has announced a 'thorough scrutiny.'


Chairman Geum Kwang-yeon stated, "This year’s administrative audit will meticulously check the overall progress and operational status of city administration over the past year, accurately identifying issues and requesting corrections. Rather than focusing on criticism, the audit will be consulting-oriented, understanding the difficulties of public officials and conducting an efficient administrative audit that aids administration."


He continued, "Although the initial budget formulation exceeded 1 trillion KRW for the first time, financial demands are increasing beyond the budget size, and revenue conditions continue to deteriorate, making next year’s budget situation challenging. Considering this, I urge all council members to carefully review policies and projects and to boldly cut unnecessary budgets, conducting a rational budget review."
