Seoul City Expands Communication with Maintenance Project Associations... Met with 22 Associations

Suggestions for Shortening Project Duration and System Improvement
Meeting Scheduled on the 22nd with Eunma, Bangbae, and Shin Samho Associations

Seoul City is meeting with maintenance project associations to listen to the difficulties of each project site and is focusing on the rapid promotion of maintenance projects by preparing guidelines to shorten the project period.

On the 20th, Seoul City announced that it communicated with 22 associations including Banpo Jugong Complex 1, Apgujeong District 2, Daejo District 1, and Noryangjin District 4 in the second half of this year alone. On the 22nd, it will hold a meeting with 8 associations including Eunma Apartment, Bangbae Sin Samho, and Ichon Wanggung.


Most of the associations attending the meeting cited "shortening the project period" as the most important factor in promoting maintenance projects. This is due to the significant increase in the financial burden on associations caused by the impact of high interest rates and soaring construction costs.


In order to achieve the goal of designating maintenance zones within two years, promised at the time of the introduction of the Rapid Integrated Planning in October, the city introduced a "step-by-step processing deadline system." Reflecting the associations' point that it usually takes about 2 to 4 weeks from the review by the maintenance project-related committee to notifying the results to the association, the city promised to notify the review results as quickly as possible and to process administration promptly.


At the meeting held on the 7th of last month at Noryangjin District 4, it was suggested to prepare guidelines to reduce unnecessary costs and time waste related to appraisal. Since the land value and building value are evaluated collectively during the pre-existing asset appraisal, there is the inconvenience of having to re-perform land appraisal for determining the sale price of redevelopment rental housing.


Accordingly, Seoul City reviewed related regulations such as the "Rules on Appraisal" and took measures to prevent cost and time waste by initially distinguishing and indicating the pre-existing asset appraisal amount of collective buildings into land value and building value. Redevelopment associations will now be able to reduce fees incurred by separately appraising collective buildings within the district.


At Daejo District 1 and Seongdong-gu Jangmi Apartment, they requested expanded professional support so that associations can respond efficiently to construction cost negotiations with contractors. In response, Seoul City expanded the dispatch of coordinators and diversified the dispatch methods. Previously, coordinators were dispatched upon request from associations or autonomous districts when conflicts intensified, but now the city will directly dispatch coordinators if necessary even without requests from autonomous districts or associations.


Seoul City plans to directly inquire with the relevant central government departments on matters requiring their cooperation, such as legal interpretations among inquiries or requests from associations, and will continuously monitor the progress of legal amendments and share updates with the associations.


Han Byung-yong, Director of the Housing Office of Seoul City, said, "Although maintenance projects are entangled with complex procedures and various interests, if residents put their heads together with Seoul City, they will find solutions and be able to promote projects quickly. We will continue to communicate with residents and improve necessary parts for the smooth promotion of maintenance projects."
