Daegu City Councilor Kim Jeong-ok Criticizes Frequent Fragmented Small-Amount Private Contracts in Transportation Corporation's Procurement

Construction and Transportation Committee Administrative Audit Points Out
"Delay in Manchon Station Exit Construction" Questioned

The Daegu City Council's Construction and Transportation Committee (Chairman Heo Si-young) strongly criticized the inappropriate practices of private contracts, the anticipated landscape damage and traffic congestion due to the AGT conversion of Urban Railway Line 4, and citizen inconveniences caused by delays in the construction of the Manchon Station entrance during the administrative audit of Daegu Transportation Corporation on the 18th. They urged the corporation to improve management and focus on citizen-centered and vulnerable group-centered transportation projects.


Chairman Heo Si-young (People Power Party, Dalseo-gu 2) pointed out that although the Transportation Corporation is entrusted with the important tasks of operating urban railways and constructing new lines, shortcomings have been exposed in the usage status of urban railways and the progress of various pending projects. He requested thorough efforts based on citizen-centered transportation operations.

Vice Chairman Kim Jung-ok (People Power Party, Proportional Representation) criticized the Transportation Corporation for frequently issuing private contracts in small amounts for similar equipment items that could be collectively ordered through general bidding in procurement. She emphasized that although this issue was pointed out in internal audits, it was handled with minor penalties. She strongly condemned this and urged strict handling of the problematic matters along with the introduction of a transparent procurement system to prevent recurrence.


Assemblyman Lee Dong-wook (People Power Party, Buk-gu 5) pointed out the serious financial deficit of the urban railway and urged active preparation of countermeasures against factors worsening finances, such as stagnant urban railway demand and free rides for the elderly.


Assemblyman Jo Kyung-gu (People Power Party, Suseong-gu 2) questioned in detail the causes of delays in the additional exit construction of Manchon Station on Urban Railway Line 2, which is linked to nearby newly built apartments. He urged prompt progress to improve convenience for nearby residents using the urban railway and the pedestrian environment. He also pointed out the bidding failure due to construction difficulties in Section 2 of Line 4 and emphasized the need for fundamental measures to prevent bigger problems during future construction.


Assemblyman Kim Ji-man (People Power Party, Buk-gu 2) strongly criticized the serious issues regarding urban landscape, sunlight rights, and traffic congestion in the Daehyeon-ro section with narrow road width caused by the change of Urban Railway Line 4 from monorail to AGT. He stressed the need for careful re-examination of the pros and cons of both methods.


Assemblywoman Hwang Soon-ja (People Power Party, Dalseo-gu 3) pointed out the sharp increase in complaints about inconveniences faced by transportation-vulnerable groups using the urban railway. She requested expansion of convenience facilities for these groups and preparation of response manuals for accidents occurring in elevators installed for them.

Assemblyman Lim In-hwan (People Power Party, Jung-gu 1) focused on the issue of conflicts among merchants surrounding the connecting passage during the expansion construction of Seomun Market Station on Line 3. He pointed out the severe lack of gathering opinions from merchants and citizens and urged the preparation of reasonable alternatives to resolve the conflicts.
