Pocheon City to Promote Factory Registration Fine Reduction... Taking Proactive Administrative Measures

Pocheon City, Gyeonggi Province (Mayor Baek Young-hyun) announced on the 19th that it has taken steps to reduce the burden on small and medium-sized business owners who are paying fines for violations of factory registration through proactive administrative measures.

Pocheon City currently imposes fines of up to 1 million KRW for violations such as failure to comply with factory registration changes and operating factories before completion reports, and is carrying out administrative actions including hearings for cancellation of factory establishment approvals and prosecutions.


Factories that have received approval for establishment must complete a completion report (factory registration) according to the Industrial Cluster Act, but many business owners were unaware of this requirement and often violated the law.


Accordingly, based on thorough legal interpretation, Pocheon City received results through central government legal interpretations and Gyeonggi Province's pre-consultation audits that if the factory completion report is submitted within the pre-fine period, a reduction of the fine by half (1/2) is possible.


Based on this, the city provided business owners with a sufficient correction period of 40 days to encourage voluntary compliance with regulations. Additionally, since October this year, it has reduced fines in 8 cases (from 5.6 million KRW to 2.8 million KRW), providing tangible benefits to small and medium-sized business owners.


Pocheon City plans to continue proactive administration by providing necessary information to business owners and expanding opportunities for explanation, in order to revitalize industry and the economy, which is the original purpose of the Industrial Cluster Act.


Mayor Baek Young-hyun of Pocheon said, “I am pleased to be able to reduce the fine burden on small manufacturing companies facing economic difficulties,” and added, “We will continue thorough legal interpretation and administrative measures to ensure that small and medium-sized enterprises do not face unnecessary sanctions.”
