Jeonbuk Province, Jeonbuk Office of Education, 14 cities and counties, local universities, Jeonbuk Regional Small and Medium Venture Business Administration, Korea Carbon Industry Promotion Agency, Hyundai Motor Company, Doosan Purecell, Vinatech, Sungil Hightech, Jungseok Chemical, NH Nonghyup Bank, Jeonbuk Bank, Carbon Hydrogen Industry Research Association, Jeonbuk IT Industry Association, and The Dream Worker are participating together.

The RISE project is a core local university support system promoted by the current government to overcome the crisis of regional extinction and to achieve co-growth between universities and regions. It stands for "Regional Innovation System & Education." The main point of this project is to transfer the administrative and financial support of universities from the Ministry of Education to the local governments to which the universities belong. After a pilot operation, it will be introduced nationwide next year.

The pilot regions are seven locations: Gyeongnam, Gyeongbuk, Daegu, Busan, Jeonnam, Jeonbuk, and Chungbuk. The operation integrates existing region-centered university financial support projects such as RIS (Regional Innovation), LINC 3.0 (Industry-Academic Cooperation), LiFE (Lifelong Education), and HiVE (Professional Vocational Education). Accordingly, the Ministry of Education will shift more than 50% of the university financial support project budget to regional leadership starting next year. The budget expected to be transferred to local governments is estimated to exceed 2 trillion won.

President Park No-jun said, "This forum was prepared to enhance understanding of the Jeonbuk Autonomous Province's RISE project and to strengthen cooperation among local government, industry, academia, and research related to regional innovation through the RISE project," adding, "Through this forum, we will establish a successful RISE system for the region and universities to grow together."
