A pharmaceutical sales promoter refers to a person who is commissioned to conduct promotional activities by a person or importer who has obtained pharmaceutical product approval. The pharmaceutical sales promoter reporting system was implemented to strengthen the management system for pharmaceutical sales promoters and to create a fair business environment. The newly introduced reporting system mandates that they report and conduct sales activities in accordance with the law.

An official from Goyang City explained, "With the new implementation of the pharmaceutical sales promoter reporting system, it appears that many sales promoters who had been operating without reporting have submitted their reports in large numbers in October, the first month of enforcement."

It is expected that the number of civil complaints will gradually decrease once most sales promoters complete their reporting following the implementation of this reporting system.

To report, one must submit a certificate issued by the Korea Pharmaceutical and Bio-Pharma Manufacturers Association and a medical certificate proving the absence of mental illness or drug addiction. Upon reporting, the responsible public official reviews the necessary documents, issues a pharmaceutical sales promoter registration certificate, and records it in the pharmaceutical sales promoter registration management ledger for management.

With the introduction of this system, pharmaceutical sales promoters are required to complete mandatory training for sales, and from the year following the completion of new training, they must complete 8 hours of refresher training annually. Failure to comply with this training obligation and not receiving education related to the order of pharmaceutical sales will result in a fine of up to 1 million won.
