The inspection targets include △ receiving or exchanging gift certificates without selling goods or providing services △ operating restricted businesses such as gambling industries △ refusing local currency payments or treating them less favorably compared to other payment methods.

Goyang City plans to pre-analyze franchise stores suspected of illegal distribution through an abnormal transaction detection system and resident reports, and inspect illegal distribution activities through on-site visits.

If illegal distribution activities are detected, administrative measures such as on-site guidance, cancellation of franchise registration, and fines will be imposed depending on the severity of the case, and additional actions such as referral to investigative agencies will be taken for serious violations.

A Goyang City official said, “We plan to continuously conduct crackdowns to establish a sound distribution order for Goyang Pay and ask for the cooperation of citizens and franchise owners.”
