First Meeting of Public Institution Heads After Minister's Inauguration
Strict Request to Crack Down on Workplace Sexual Harassment and Misconduct
Kim Moon-soo, Minister of Employment and Labor, presided over the first meeting of the heads of 12 affiliated public institutions at the Government Complex Sejong on the 18th since his inauguration.
Minister Kim urged the heads of affiliated public institutions to make active efforts in promoting government tasks. Specifically, while discussing management innovation plans for affiliated public institutions, he emphasized the need to build and spread consensus among organizational members regarding the introduction of a job performance-based wage system.
Minister Kim stated, "The Ministry of Employment and Labor and its affiliated institutions need to lead labor reform through bold innovation," adding, "in particular, the introduction of job-based pay is a policy that has been promoted for more than two years since August 2022 in accordance with the reorganization of the public institution management system."
He continued, "While the overall adoption rate of job-based pay among public institutions is 63.7%, only 4 out of the 12 affiliated institutions under the Ministry of Employment and Labor have introduced job-based pay so far, resulting in an adoption rate of 33.3%," adding, "Heads of institutions must ensure that job-based pay is introduced promptly."
Minister Kim also mentioned that the Ministry of Employment and Labor and its affiliated public institutions should accelerate labor reform tasks such as eradicating wage arrears and establishing labor-management rule of law through close communication and cooperation. He also requested that a plan to drastically improve the civil complaint service counters that directly meet the public be prepared and reported.
Minister Kim said, "I hope that the issues pointed out during this national audit will be improved as soon as possible," adding, "especially, regulations should be promptly revised to strictly punish misconduct such as workplace sexual harassment and drunk driving."
He added, "I believe the responsibility for communication between the Ministry of Employment and Labor and its affiliated institutions lies with the Ministry," and requested, "The directors and bureau chiefs attending today should maintain partnerships through close communication and cooperation with affiliated institutions and pay more attention to the field to ensure that labor reform proceeds without setbacks."
