Gyeonggi Province will provide approximately 20 million KRW in construction costs to urgently support facility repairs for ‘Jeonse Fraud Victim Houses’ that require immediate safety measures.
This project is based on the Jeonse Fraud Victim Act, revised last September, which allows local government heads to investigate and take necessary actions when the safety and damage recovery of Jeonse fraud victim houses are urgent due to the landlord’s lack of management.
In August, Gyeonggi Province conducted a survey through the Gyeonggi Jeonse Victim Support Center targeting 691 Jeonse victims in Suwon City, and 64.6% (446 people) responded that there were facility issues in the victim houses. On-site inspections also found places requiring urgent measures for public safety, such as detached exterior wall tiles.
Accordingly, Gyeonggi Province and the Gyeonggi Jeonse Victim Support Center held a briefing session on the 5th to promote the ‘Emergency Management Support for Jeonse Fraud Victim Houses’ project, requesting active cooperation from city and county governments in discovering project targets and accepting applications for the project.
Applications can be submitted by tenants to the relevant city or county office with the building owner’s consent form attached. After the city or county conducts a primary on-site inspection and sends candidate sites to the Jeonse Victim Support Center, the final support targets will be selected through a review by the selection committee.
Gyeonggi Province plans to accept applications this month, select recipients next month, and complete construction and project cost settlement thereafter.
This is the first time a local government directly supports repairs for victim houses.
Depending on the project results, Gyeonggi Province will review support methods, scope, and delivery systems to derive a reasonable support plan, and prepare standard ordinances for cities and counties to ensure systematic support by each local government.
Lee Gye-sam, Director of the Gyeonggi Province Urban Housing Office, stated, "Like the emergency living expense support project model, this project requires urgency, so Gyeonggi Province intends to lead its implementation." He added, "Going forward, it is necessary for each city and county to devise systematic support plans for victim houses with management gaps, and the province will actively cooperate by supporting the enactment and revision of city and county ordinances."
