Seocho District Council Opens the 337th 2nd Regular Session
29 Days Until December 13 for 2024 Administrative Audit and 2025 Budget Review
The Seocho District Council (Chairperson Go Seon-jae) began the schedule for the 337th 2nd regular session, lasting 29 days, starting with the 1st plenary session on the 15th.
This regular session will include the 2024 administrative audit, district administration questions, and the review of the 2025 revenue and expenditure budget and fund operation plan. At the 1st plenary session on the 15th, Chairperson Go Seon-jae gave the opening remarks, Seocho District Mayor Jeon Seong-su delivered the administrative speech, and there was a proposal explanation regarding the 2025 revenue and expenditure budget and fund operation plan.
In his opening remarks, Chairperson Go Seon-jae stated, “This regular session is an important meeting to review the past year through the 2024 administrative audit, deliberate on the 2025 budget, and consider the future direction of Seocho.” He added, “I ask for meticulous budget deliberation so that the voices of the residents can be reflected in policies through rational and thorough audits.” He further emphasized cooperation between the two institutions, saying, “The council should guide and propose administration for the happiness of residents, and the executive branch should concretize these into feasible policies to create changes in daily life that residents can feel.”
The council will conduct the administrative audit from the 15th to the 22nd during this regular session. On the 21st, audit teams will be formed to visit 17 neighborhood community centers to conduct administrative audits and on-site inspections. Then, at the 2nd plenary session on the 27th, district administration questions on major issues will be held, with answers to these questions expected at the 3rd plenary session on December 4. From the 28th to December 3, standing committees will review the 2025 revenue and expenditure budget.
The total size of the budget submitted by Seocho District Office this time is 891.2 billion KRW, an increase of 3.18% compared to 2024, consisting of 846.2 billion KRW in the general account and 45 billion KRW in the special account.
Based on the results of the standing committee reviews from December 6 to 12, the budget and settlement special committee will conduct a review, and on December 13, at the 4th plenary session, the administrative audit result report will be adopted and the 2025 budget finalized.
At the 1st plenary session, there were a total of five 5-minute free speeches. First, Councilor Kim Seong-ju urged expanding the audit target to private consignment projects with annual amounts exceeding 100 million KRW to enhance accounting transparency of private consignment facilities, and expanding the scope of external auditors to include tax accountants and tax firms.
Councilor Shin Jeong-tae, who called for a change in perception regarding women with career interruptions, proposed support for childcare, housework, and economic activities so that they can be respected as ‘women with career experience’ rather than ‘career-interrupted women.’
Next, Councilor Park Jae-hyung pointed out issues with illegal parking in resident-priority parking zones and urged the active introduction of an AI-based parking enforcement system.
Then, Councilor Kang Yeo-jeong highlighted operational problems with the current Seocho Sports Complex management contractor, emphasizing the need for a thorough investigation into issues arising during the private consignment contract renewal process and whether the department’s guidance and inspection of the contractor were properly conducted.
Lastly, Councilor Ahn Jong-suk proposed the establishment of the ‘Seocho District Climate Change Response Fund’ for proactive response to the climate crisis, emphasizing that through this, Seocho District can lead in actively promoting climate change response projects and practicing carbon neutrality.
