Assault Confirmed on 11 Other Students as Well
A kindergarten teacher who hit a 4-year-old child with a children's kickboard was found to have also assaulted 11 other children.
On the 16th, the Women and Juvenile Crime Investigation Unit of the Gyeonggi Southern Provincial Police Agency announced that they plan to send a teacher in her 30s, identified as A, to the prosecution on charges of violating the Child Welfare Act. Under the dual punishment regulation, which punishes both the employee who commits acts violating the Child Welfare Act such as abuse and the corporation or its representative, the kindergarten principal B was also booked.
A is accused of hitting the head of a 4-year-old child, C, with a kickboard inside a kindergarten in Pyeongtaek, Gyeonggi Province, around 10 a.m. on June 5. The assault caused injuries such as lacerations to C’s scalp. Concerned by this, C’s parents visited the kindergarten, reviewed the closed-circuit television (CCTV) footage, and reported the incident to the police.
After receiving the report from C’s parents, the police conducted a full investigation of two months’ worth of CCTV footage stored at the kindergarten. The investigation revealed that between May and June, A had assaulted 11 other children besides C by hitting their faces and heads with fists. However, C was the only child who was hit with a kickboard.
Initially, A denied the allegations, saying, "I do not remember hitting the children," but during the pretrial detention hearing held the day before, A reportedly admitted to some of the charges.
The police judged A’s charges to be serious and applied for an arrest warrant. However, on the 15th, the court dismissed the warrant, stating, "A has admitted to the charges and there is no risk of flight." The police plan to send A and others to the prosecution without detention next week.
