One-Person Protest Against the 'Busan City Urban Planning Ordinance Amendment' at Busan City Hall on the Morning of the 15th
Absolute Rejection of Reducing Local Government Authority over Undesirable Facilities Requiring Social Consensus
On the morning of the 15th, Jeong Jong-bok, the mayor of Gijang-gun, staged a one-person protest at Busan City Hall to vehemently oppose the 'Busan Metropolitan City Urban Planning Ordinance Amendment.'

The proposed amendment to the Busan City Urban Planning Ordinance includes provisions to transfer the authority over urban planning facilities such as cemetery parks and waste disposal facilities, which were originally delegated to district mayors and county governors, back to Busan City. This includes the authority to designate project implementers and approve implementation plans.
Gijang-gun believes that if this amendment passes the Busan City Council, the authority over policy decisions regarding various undesirable facilities will belong to Busan City, severely undermining the opinions and decision-making rights of local residents.
In particular, reducing the authority of basic local governments in decisions about undesirable facilities, which require sufficient social consensus, is unacceptable as it excludes the will of local residents and enforces administrative convenience for Busan City.
On that day, Mayor Jeong emphasized during his one-person protest, "This ordinance amendment justifies unilaterally imposing various undesirable facilities on local areas for the administrative convenience of Busan City. Since these facilities are closely related to residents' lives, the relevant district or county should be the main body in making such decisions."
After the protest, Mayor Jeong visited Choi Do-seok, Chairman of the Marine City Safety Committee of the Busan City Council, and Ahn Seong-min, the Council Speaker, in succession to deliver a statement strongly opposing the amendment and urged the Busan City Council to reject the ordinance.
The 'Partial Amendment to the Busan City Urban Planning Ordinance' is scheduled to be submitted as an agenda item to the Marine City Safety Committee of the Busan City Council on the 21st for review.
