The redevelopment zone of Hannam 5 District in Yongsan-gu, Seoul, which is experiencing difficulties in electing the next union head, has entered a race to speed up permits and approvals. Although internal conflicts have delayed the formation of the union executive team and the selection of the construction company, the decision was made that the permit review process must proceed without any setbacks. Seoul City has also dispatched a coordinator to actively mediate the conflicts that arose during the union election process.

According to the maintenance industry on the 15th, the Hannam 5 District redevelopment union will hold a general meeting on the 23rd to handle the agenda of applying for approval of the project implementation plan. Project implementation approval is an administrative procedure in which the mayor or district office head finalizes and authorizes redevelopment or other maintenance project plans, often considered the 70% milestone of redevelopment projects.


Although the union currently lacks a driving force for the project due to the ongoing election for the next executive team, it has decided to proceed with the project implementation approval process. The existing executive team is currently continuing its duties, but it is a temporary system with the union head having clearly expressed his intention to resign. The term of the existing union executive team expired on the 9th of last month. The decision to proceed with the permit process without electing the next executive team is interpreted as a determination to accelerate the project. A union official said, "This general meeting is being held at the request of some union members," adding, "We cannot delay the project because of the election. The project implementation plan itself is just refining already decided matters and incorporating architectural reviews and traffic impact assessments, so it will not be swayed by the executive team."


At this general meeting, the agenda to dismiss the election management committee members will also be handled. Hannam 5 District formed an election management committee for the union executive election in August but has yet to finalize the election management plan. Some union members attempted to dismiss the election management committee members amid disputes over the fairness of the committee's composition, but the committee members filed an injunction lawsuit, preventing the dismissal process. Therefore, the union plans to gather opinions from union members at this general meeting and convey them to the dismissal authority, the Yongsan District Office head.


To resolve election conflicts, Seoul City has also dispatched a coordinator. The coordinator first listened to the opinions of the existing union executive team. The union side requested that the district office recommend external individuals who are not union members to serve as election management committee members to ensure fairness. A union official said, "We hope for a mediation proposal rather than an extreme measure like dismissal through a general meeting," adding, "No union member wants to see a fight to the death."


Meanwhile, Hannam 5 District is considered a ‘prime location’ within Hannam New Town (Hannam 2, 3, 4, and 5 Districts) due to its high ratio of Han River views and low elevation. According to the project implementation plan, redevelopment will include up to 23 floors and a total of 2,592 households. A union official said, "If the agenda is approved at the general meeting, the goal is to apply for approval within this year and receive the approval notice by the second half of next year."
