Geumcheon-gu Launches Comprehensive Winter Measures for a Safe and Warm Season

From November 15 to March 15 next year, Cold Wave, Snow Removal, Safety, and Daily Life Measures Implemented
Cold Wave Shelters Expanded to 50 Locations, Additional Road Heating Systems Installed

Geumcheon-gu (Mayor Yu Seong-hoon) announced that it will implement the "2024 Winter Comprehensive Measures" from November 15 to March 15 of next year in preparation for the upcoming winter season.


This winter comprehensive plan consists of four areas: cold wave, snow removal, safety, and daily life. Detailed measures in each area will be promoted to ensure that residents can spend a safe and warm winter free from various disasters and accidents.


To prepare for cold waves, the district will form a cold wave response team during normal times to support vulnerable groups, and when a cold wave advisory is issued, it will operate a cold wave response headquarters led by the deputy mayor to manage the cold wave situation in real time.


For elderly people living alone and senior households, the district will notify them of cold wave advisories through phone calls and visits, and in case of emergencies, will provide prompt emergency and transport measures. Additionally, heating supplies will be provided to vulnerable groups, and two nighttime bathhouses will be operated to strengthen care services.


In particular, this year, 10 Warmth Charging Stations and one Cold Wave Emergency Shelter have been newly installed. The number of cold wave shelters will be significantly expanded from 28 last year to 50, and their locations can be checked on the Geumcheon-gu Office website.


To prepare for heavy snowfall, a snow removal task force consisting of 13 working teams led by the mayor will be formed. During normal times, it will perform 24-hour disaster situation management and information dissemination duties, and in emergencies, snow removal measures will be implemented according to the situation stages.

Automatic brine spraying devices have been installed in snow removal vulnerable sections such as Geumha-ro and Tapgol-ro to greatly enhance initial snow removal capabilities, and mobile automatic brine spraying devices will be redeployed to further improve snow removal response capacity.


This year, 990 meters of road heating cables have been additionally installed in seven snow removal vulnerable areas, and snow removal boxes, which are storage facilities for snow removal agents on side roads, have been expanded.


For residents' safety, inspections will be conducted not only on winter disaster-risk facilities but also on general facilities to prevent accidents. Using drones, winter forest fire and rockfall risk factors will be pre-inspected in areas such as Doksan Jarak-gil, Hoam Neulsol-gil, and Siheung Valley to ensure the safety of hiking trails.


As a daily life measure, to respond to fine dust in winter, fine dust indicator traffic lights will be installed on three walking trails including Anyangcheon Multipurpose Plaza. In addition, air shower devices will be installed in 17 locations vulnerable to fine dust, such as daycare centers and senior centers, to protect residents' respiratory health.


Furthermore, the district will promote various detailed measures for residents to have a safe winter, including protection of vulnerable groups, stable energy supply, enhancement of public transportation capacity during road icing, and forest fire prevention.


Yu Seong-hoon, mayor of Geumcheon-gu, said, "We will do our best to ensure that all residents can spend the winter with peace of mind through this winter comprehensive plan," and added, "Since a severe cold wave is forecasted again this year, I ask not only to protect your own safety and health but also to show warm interest and consideration for neighbors around you."
