Seoul Gaebong, Hwagok, Suyu, Beondong Selected as Moa Town Target Areas

A total of five locations?Gaebong-dong in Guro-gu, Hwagokbon-dong in Gangseo-gu, two sites in Suyu-dong in Gangbuk-gu, and Beon-dong in Gangbuk-gu?have been newly selected as Moa Town target areas.


On the 15th, the Seoul Metropolitan Government announced that it held the 7th Moa Town Target Area Selection Committee meetings on the 11th and 14th, and out of 21 sites that applied through the public contest, these five locations were decided as Moa Town target areas.

The five newly selected Moa Town target areas are regions densely populated with aging multi-family and multi-household residences, where redevelopment is difficult. Residents have long suffered from chronic parking shortages, flood damage concerns, and lack of green spaces. Additionally, there is a high number of semi-basement homes, increasing the need for residential environment improvements.


Among these, Gaebong-dong in Guro-gu (area 60,000㎡) showed a high resident consent rate of approximately 50?71%. For Hwagok-dong in Gangseo-gu (area 53,298㎡), it was decided that after completing preliminary procedures to secure access roads, a management plan should be established. In Suyu-dong, Gangbuk-gu (area 73,865㎡), a re-survey on consent for securing access roads within the target area will be conducted, and after reviewing the appropriateness of the district boundaries, a management plan will be formulated.


Beon-dong 469 in Gangbuk-gu (area 99,462㎡) is located within the superblock where the first Moa Town pilot project is situated. It is expected to serve as a model case for securing metropolitan maintenance infrastructure through gradual Moa Town expansion.

Suyu-dong in Gangbuk-gu (area 65,961㎡) consists of approximately 77% aging detached and multi-family houses, with about 72% semi-basement homes, resulting in poor residential conditions and concerns about flood damage. However, considering the progress of adjacent Moa Town projects, it is expected that management plan formulation will proceed sequentially.


Additionally, the area around 500 Wolgye-dong in Nowon-gu was excluded from the Moa Town target areas at the request of the local district office due to opposition from more than one-third of residents by land area in each planned project zone. This area has experienced ongoing conflicts between residents for and against the project. Although resident briefings and conflict mediation efforts were conducted, the high opposition rate led to the judgment that establishing a residents’ association would be difficult in the future.


For the five selected locations, 70% of the total service cost for establishing the Moa Town management plan will be allocated to the respective district offices, and once the management plans are completed, the areas will be designated as Moa Towns. Individual Moa Housing Projects (small-scale housing maintenance projects) will be implemented with benefits such as zoning upgrades and other relaxations.


To fundamentally block speculative demand such as land parcel splitting, the city plans to designate and announce the rights assessment reference date based on the Seoul city receipt date for the 21 sites that applied for the public contest at this 7th target area selection committee.


The city announced that it will end the district office public contest method for selecting Moa Town target areas, which started in 2022, and will select new target areas through a resident proposal method going forward. Areas wishing to promote Moa Town projects in the future can proceed by securing consent from 60% of landowners and residents representing more than half of the land area through the Moa Town resident proposal method.


Han Byung-yong, Director of the Seoul Metropolitan Government’s Housing Office, stated, “We will actively support the improvement of residential environments and the supply of quality housing in aging low-rise residential areas through the Moa Town project. For areas where project promotion is difficult due to resident conflicts, we will resolve conflicts through withdrawal or cancellation. Going forward, the Moa Town project will shift from the district office public contest method to the resident proposal method to continue the project, and we will support the selected areas to ensure prompt and smooth project implementation.”
