A 60-Year-Old Tenant Committed Theft, Assault, and Urine Terrorism

CCTV footage has been released showing a man in his 60s causing disturbances by stealing other tenants' belongings, assaulting them, and committing acts of urination vandalism in a goshiwon.
On the 13th, JTBC's 'Sageon Banjang' reported that such an incident occurred in a goshiwon in Incheon. According to the goshiwon owner, Mr. A, he accepted a man in his 60s, Mr. B, as a tenant around the end of February. Although Mr. B was a basic livelihood security recipient, he paid his monthly rent regularly and did not cause any particular problems.
However, after about half a year, unpleasant incidents began to occur in the goshiwon. A theft incident happened where rice, an electric heater, and clothes disappeared from a tenant's room. The CCTV captured Mr. B stealing items while the room owner was briefly away.
Mr. B denied the theft, but when shown the CCTV footage, he excused himself by saying, "I just went in thinking it was a vacant room." When asked why he took the items, he failed to give a proper answer. Although other unpleasant incidents occurred afterward, they were mostly overlooked without much issue.
Then, an unexpected incident happened in the goshiwon. When the theft victim complained about not receiving all his belongings back, Mr. B suddenly assaulted him. The police intervened, and the situation was temporarily resolved, but the next day, Mr. B met the victim in the shared kitchen and kicked him again, inflicting violence. The victim was diagnosed with injuries requiring four weeks of treatment.

Mr. B's misdeeds did not stop there. Later, he assaulted another tenant simply because the tenant slammed a door. He also caused a commotion by shouting "Pay me moving expenses" in response to requests from Mr. A and other tenants to move out. The day before his departure, he sprayed coffee in the shared laundry room, ruining the walls, and openly urinated, creating a chaotic scene. The condition of the room he stayed in was also terrible. The air conditioner was completely sealed with blue tape, and there were burn marks from cigarette butts in various places. Ultimately, Mr. A filed a complaint against Mr. B for property damage, obstruction of business, insult, theft, and trespassing.
Upon hearing the story, lawyer Park Ji-hoon expressed concern, saying, "There is a high possibility that other crimes such as theft, assault, and arson may occur in the future." He added, "Under current law, if a tenant fraudulently rents public rental housing or exceeds asset or qualification requirements, the contract can be terminated or renewal refused. However, there is no legal basis to refuse contract renewal or take measures if a tenant commits crimes against other tenants, so improvements are needed."
