Hwaseong City Ahead of Special City Launch Drives 52 Projects for Balanced Development

Establishing Basic Plan... 2.8 Trillion Won Invested Over 5 Years
Including Inner Ring Road, Dongtan Tram, and Shinansan Line Extension

Hwaseong City in Gyeonggi Province, which will be promoted to a special city next year, will invest about 2.77 trillion KRW over five years to promote balanced development projects. The balanced development projects include major large-scale initiatives such as the internal circulation road, Dongtan Tram, Shinansan Line extension to Hyangnam, Botanic Garden Hwaseong, and the construction of a history museum.

On the 12th, Hwaseong City announced that it held a full meeting of the Balanced Development Committee in the city hall situation room and completed the establishment of the mid- to long-term balanced development roadmap, the "Hwaseong City Balanced Development Basic Plan." The basic plan established by the city is a roadmap for the city's major balanced development from next year, when it launches as a special city, until 2029.

In the basic plan, the city presented three goals: ▲strengthening regional competitiveness ▲improving citizens' quality of life ▲sustaining Hwaseong-type balanced development. To achieve this, the city selected three major balanced development projects to prepare for the future as a special city: ▲promotion of the free economic zone ▲expansion of Technopole ▲establishment of a basic population policy plan.

The basic plan divides the city into six zones: Dongtan, Byeongjeom, Hyangnam, Bongdam, Namyang, and Songsan, and promotes a total of 52 projects including 17 hopeful projects, 7 proposed projects, and 28 current issues projects. These projects were selected through in-depth interviews with heads of 29 towns, townships, and neighborhoods within the city, consultations with Balanced Development Committee members and experts, and opinions from related public officials and various sectors.

The balanced development projects are divided into 32 budget projects and 20 non-budget projects. The city will invest a total of 2.7727 trillion KRW over five years to promote detailed balanced projects. The top five projects with the highest budget proportions are ▲construction of the internal circulation road network (1.217 trillion KRW) ▲Dongtan Tram (891.2 billion KRW) ▲Shinansan Line extension to Hyangnam (200.6 billion KRW) ▲Botanic Garden Hwaseong (103.7 billion KRW) ▲construction of Hwaseong City History Museum (71.1 billion KRW).

The city plans to establish an implementation plan every year according to the basic plan established this time and accelerate the systematic promotion of balanced development through checking and managing the progress by zone.

Meanwhile, the major balanced projects by zone are as follows.

◆ Bongdam Zone = Development of Eocheon, Bongdam 3, and Hyohang districts; designation of semi-industrial complex; construction of cultural and arts town; creation of Sambo abandoned mine park

◆ Hyangnam Zone = All-Care support project for foreigners and multicultural families; Hwaseong Silver Dream Center; Doi district urban development; Shinansan Line extension; Botanic Garden Hwaseong

◆ Namyang Zone = Shinansan Line extension; maintenance of Saesol-dong waterfront promenade; revitalization of Bibong Wetland Park; creation of Namyang housing public parking lot

◆ Songsan Zone = Creation of free economic zone; creation of Eco Farm Land; development of Songsan GC; promotion of urban air mobility; Shinansan Line extension

◆ Byeongjeom Zone = Attraction of science and engineering specialized university; development of Jinan and Taean 3 districts; construction of Byeongjeom Station complex transfer center; maintenance of Hwanggujicheon waterfront

◆ Dongtan Zone = Early nurturing of Dongtan 2 Technovalley venture complex; promotion of Dongtan Tram; attraction of general hospital; construction of municipal art museum; creation of Osancheon water-friendly stream; construction of Senior Plus Center
