Provision of Visiting Welfare Counseling Services
Gwangyang City in Jeollanam-do announced on the 12th that the Gwangyang-eup Community Social Security Council (Gwangyangjisa-hyeop) achieved a triple crown in the field of social welfare in 2024, having received the Minister of Health and Welfare Award at the Social Welfare Day ceremony last September, followed by two awards in October.
The Gwangyangjisa-hyeop (Public Chairman Kwon Hoi-sang, Private Chairman Heo Hyeong-chae) received the World Vision Chairman's Award at the 15th Gwangju-Jeonnam Social Contribution Festival and the 10th Korea Social Service Grand Prize on the 6th and 7th, respectively.

Since establishing its operational regulations in 2015, Gwangyangjisa-hyeop has been striving to improve welfare for vulnerable groups.
As part of a joint public-private comprehensive survey, they formed a task force for investigating and intensively identifying at-risk households, providing visiting welfare counseling and services. They also conducted outreach welfare counseling activities focusing on vulnerable residential areas such as one-room apartments and motels.
Additionally, they distributed 2,000 promotional materials for reporting at-risk households and carried out activities such as the Gwangyang-eup Gamdongjigi-dae to discover reclusive individuals and at-risk households. These efforts resulted in remarkable achievements, including identifying 6,390 welfare blind spots (2018?2023), linking 65 cases to services beyond public benefits, and connecting 1,160 cases to private resources.
Not content with these achievements, Gwangyangjisa-hyeop currently serves as a hub for public-private cooperation through various projects, including the implementation of 10 specialized projects in Gwangyang-eup. They are diligently working to uncover latent welfare resources in the region and provide tailored support for various types of crises to eliminate welfare blind spots.
Heo Hyeong-chae, the private chairman, said, “It is an honor that Gwangyangjisa-hyeop has been recognized for its contribution to social welfare, starting with the Minister of Health and Welfare Award and receiving meaningful awards consecutively. We will not be satisfied with past achievements and will strive to become a progressive community social security council moving forward.”
Kwon Hoi-sang, mayor of Gwangyang-eup, stated, “The excellent evaluation of Gwangyangjisa-hyeop in the field of social welfare this year is the result of joint efforts by the public and private sectors to build a dense welfare safety net and improve welfare awareness. Gwangyangjisa-hyeop is playing a pivotal role in public-private cooperation. We will create a happy Gwangyang-eup through field-centered welfare administration that reaches out to marginalized neighbors.”
