Although local governments nationwide are making considerable efforts to innovate administrative permits and approvals, it is not easy to achieve innovation in the permits and approvals sector, which is complex and highly specialized, compared to other fields. To innovate in this area, Paju City introduced the 'Civil Service 2·5·7 System' last year, which, despite difficulties in shortening the permit processing period, has achieved significant results, leading to continuous inquiries and requests for sharing the system and reduction methods from all over the country.

Following a visit from Gimpo City last October, officials from Jeju City also visited on the 7th to learn about the success secrets of Paju City's 'Civil Service 2·5·7 System.' Accordingly, Paju City held a session to introduce various policies aimed at shortening the permit processing period to officials in charge of permit work, including the Housing Department of Jeju City.

According to Paju City on the 12th, since last year, they have been promoting the Civil Service 2·5·7 System as a policy to shorten permit periods, starting with organizational restructuring such as establishing a permit department that can handle building permits, development activity permits, and mountain and farmland permits in one department. The purpose is to institutionally shorten the long permit processing period, which is the biggest hardship for building owners and project implementers, and to significantly reduce time and costs to restore the increasingly worsening livelihood conditions.

Since the implementation of the 2·5·7 System, the processing period for targeted complex permits has been shortened by more than half, from 41 days to 18 days, and the system received the Excellence Award in Active Administration at the 2024 Gyeonggi-do Active Administration Best Practices Competition, demonstrating leading active administration and improvements in work procedures, attracting nationwide attention.

To ensure the success of the Civil Service 2·5·7 System, Paju City shared with Jeju City permit department staff that they have continuously made efforts through proactive administration, obtaining smooth cooperation from dozens of permit consultation departments and related agencies, and that permit department officials have been evaluating and sharing permit processing results weekly to ensure the system's successful establishment.

Im Se-woong, Head of the Permit General Division, said, “Shortening the permit processing period is difficult to achieve with a single policy alone. From system establishment to support for active cooperation among all stakeholders involved in permits, including officials, related departments, building owners, and agencies, positive results were achieved,” and added, “We will continue to strive to spread Paju City's innovative permit policies to other regions.”
