Installation According to Underpass Entry Blockage Facility Standards
Compliance with '24 Legal Amendment Standards... Strengthening Facility Installation Requirements
Yangsan City, Gyeongnam Province, has been thoroughly preparing for disaster prevention against flooding accidents by installing underground passage entrance blocking facilities from May to September 2023 in compliance with the installation guidelines of the Ministry of the Interior and Safety's "Flood Risk Underground Passage Vehicle Blocking System Construction Project Promotion Guidelines" (Nov. 2020).
Following the recent flooding accident at Gungpyeong 2 Underground Passage in Osong-eup caused by the heavy rains in 2023, which resulted in casualties, the government revised the law on April 5, 2024, to mandate the installation of entrance blocking facilities in underground passages with disaster prevention grades 3 and 4 as well. Previously, the installation guidelines for entrance blocking facilities in the "Road Tunnel Disaster Prevention and Ventilation Facility Installation and Management Guidelines" (Dec. 2021) applied only to tunnels with disaster prevention grade 2 or higher, but the revision expanded this requirement to underground passages with disaster prevention grades 3 and 4 to prepare for flooding accidents.
Thanks to the proactive response of related officials during several heavy rainfalls and typhoons this year, there have been no accidents related to underground passage entrance blocking facilities.
A Yangsan City official stated that, in accordance with the revised and strengthened laws, they will further reinforce and improve the entrance blocking facilities to ensure thorough disaster preparedness, including the prevention of casualties and safety accidents.
