Han Moon-cheol "Must Pay More Attention to Cargo Safety"

A scene was captured where several people, including students, joined forces to clean up soju bottles spilled and broken on the road from a truck. On the 2nd, a video titled "Soju bottles spilled all over the road... Thank you to everyone, students and adults alike, who rolled up their sleeves and helped!" was uploaded on the YouTube channel 'Han Moon-cheol TV.' The video shows that around 4:30 PM on the 29th of last month, at an intersection in Asan-si, Chungnam, a truck carrying soju bottles spilled eight boxes of bottles while making a left turn.

The truck driver immediately stopped the vehicle at the crosswalk and began cleaning up the bottles. However, more bottles fell from the stopped truck, and broken glass shards scattered everywhere. Seeing this, citizens stopped on their way and came out onto the road to help the driver. Even students in school uniforms actively started cleaning up the bottles. Thanks to the combined efforts of the students and citizens, the street was restored to a clean state within 8 minutes. They stayed at the scene picking up glass shards until paramedics arrived.

Lawyer Han Moon-cheol, who watched the video, praised the actions of the students and citizens but also warned truck drivers carrying cargo. It is presumed that the driver in the video only covered the boxes of bottles with a net while driving on the road. Lawyer Han said, "When loading boxes of bottles, drivers usually tightly secure the cargo with rubber straps, but some drivers do not. The truck driver in the video only used a net," adding, "When transporting cargo, it should not be loaded too high, and the items should be placed inside the cargo bed."

Meanwhile, Article 39, Paragraph 4 of the Road Traffic Act stipulates that all vehicle drivers must take necessary measures to securely fix cargo during driving, such as covering or tying it so that it does not fall off. If a person is injured due to falling cargo from a vehicle violating this rule, criminal punishment applies. However, most cases result in fines of less than 200,000 KRW, detention, or administrative fines, and even if caught for simple improper loading, only a fine of 40,000 to 50,000 KRW and penalty points are imposed.
