One Year Progress and Future Plans Announced for Guritopyeong 2 Public Housing District
District Designation Scheduled for First Half of Next Year... "Aiming to Create a Compact City as a Global Urban Model"

The city of Guri is accelerating efforts to create a world-class waterfront landscape city utilizing the Han River and Jangja Lake Park, as well as a sustainable future advanced business city that integrates eco-friendly technology and information and communication technology (ICT).
Guri City, Gyeonggi Province (Mayor Baek Kyung-hyun) announced on the 4th the current status and future plans of the project on the first anniversary of the announcement of the new housing site candidate for the Guri Topyeong 2 Public Housing District (hereinafter referred to as Topyeong 2 District). The goal is to transform Topyeong-dong into a compact city and become a global city.
The Topyeong 2 District was announced last November as a new housing site candidate by the government as a follow-up measure to the ‘Housing Supply Activation Plan.’ At the time of the announcement, it received high expectations from citizens as a high-quality residential, new industry, and leisure city specialized in Han River views.
The Topyeong 2 District development project is undergoing consultations with related agencies, including strategic environmental impact assessment and disaster impact review, aiming for district designation in the first half of next year.
Guri City is promoting the 'Smart Green City Concept Master Plan and Basic Plan Establishment Service' with the development concept of Topyeong 2 District focusing on customized residential space development in preparation for future changes in residential culture, creation of ecological axes and leisure spaces linked to waterfront areas, improvement of urban transportation, and completion of a mixed-use city with quality job supply enabling work, live, and play (직주락, Jikjoolak) in close proximity.
The Guri Urban Corporation is conducting the service to establish the basic concept, including development demand analysis, derivation of introduced functions, review of development scale appropriateness, project feasibility and ripple effect analysis, commercialization plans, and financing plans, aiming to complete it by the first half of 2026. A progress report meeting is planned for November to conduct a mid-term review.
The Ministry of Land, Infrastructure and Transport is promoting consultations on the strategic environmental impact assessment in accordance with the Environmental Impact Assessment Act to achieve eco-friendly development harmonizing urban development and environmental conservation.
After a face-to-face review by the Environmental Impact Assessment Council in July, the 'Disclosure of the Decision Contents on Strategic Environmental Impact Assessment and Climate Change Impact Assessment Items for Guri Topyeong 2 Public Housing District' was made public in August, and a draft strategic environmental impact assessment and resident briefing sessions will be held in the future.
Additionally, the Ministry of Land, Infrastructure and Transport is conducting a disaster impact review from the development planning stage to establish disaster prevention measures.
Guri City is promoting a preliminary feasibility study for expanding the railway network, including attracting new GTX lines, extending Subway Line 6, and installing advanced circular trams to alleviate traffic congestion and expand transportation infrastructure due to the development of Topyeong 2 District.
The city also plans to actively work to ensure that these projects are reflected through continuous consultations with related agencies such as the Ministry of Land, Infrastructure and Transport and LH when establishing the metropolitan transportation improvement plan for Topyeong 2 District in the future.
The UCP (Urban Concept Planner) is a system under the ‘Public Housing Upgrade Project’ where LH drafts initial concepts of public housing districts and establishes development directions and specialized plans based on expert opinions.
After district designation, during the district planning stage, the MP (Master Planner) system is linked and operated to ensure consistency and execution of land use plans and architectural plans.
The Topyeong 2 District UCP consists of experts in urban planning, transportation, environment, and other fields, and held a total of four advisory meetings by October to deeply discuss urban concepts, development strategies, and issues related to transportation, environment, and disasters.
Based on the advice of these UCP members, Guri City plans to work with LH to develop Topyeong 2 District into a cutting-edge city differentiated from existing public housing districts. To overcome the low birthrate issue, an childcare cluster will be created where childcare facilities such as daycare centers, child care centers, and children’s libraries are concentrated in one place, developing it into a city favorable for raising children.
Through this, it is expected to guarantee safe and convenient activity spaces for families raising children living in the district while alleviating the childcare burden on caregivers.
Additionally, throughout the district, parks and green spaces will be developed as linear parks to connect waterfront spaces such as streams and green areas within walking distance, enhancing accessibility to parks and the experience of greenery.
The linear parks thus created will serve as daily spaces used by citizens for commuting, schooling, and walking, as well as community spaces for enjoying leisure with families and participating in local events on weekends, greatly improving citizens’ quality of life.
Furthermore, according to the ‘Joint Business Agreement for Specialized Development of Development Projects’ signed between Guri City and LH in March, the city is promoting the creation of a compact city as a center for residential, cultural, and mixed-use purposes.
The Topyeong 2 District development project aims to apply for district plan approval within one year after the district is officially designated as a public housing district in 2025, start construction in 2029 after district plan approval in 2027, and complete the project by 2034.
A city official said, “We will do our utmost together with the project implementers to ensure that the Topyeong 2 District development project proceeds timely in line with government policies so that residents without homes can realize their dream of owning a home and achieve residential stability.”
Mayor Baek Kyung-hyun of Guri said, “By developing Topyeong 2 District as a high-quality residential city specialized in Han River views, a self-sufficient city full of jobs through attracting new growth innovative industries, a world-class waterfront landscape city utilizing the Han River and Jangja Lake Park, and a sustainable future advanced business city integrating eco-friendly technology and ICT, I am confident that Guri City will have an opportunity to leap forward as a livable city brimming with employment and startups.”
He added, “We will maximize the locational advantages of Topyeong 2 District, such as the beautiful natural environment of Achasan and the Han River, a well-connected road network, and proximity to Seoul, to develop it into an attractive city where everyone wants to live.”
